<br />Minutes of the Regular Meeting of September 17, 2001 <br /> <br />Page 2 of 4 <br /> <br />/-- <br /> <br />Award Contract-Wide Area Network Installation <br />Moved by Councilmember Moratzka, seconded by Councilmember Riveness to table this <br />item to the October 1, 2001 Council meeting. <br />7 Ayes; Nays, none. <br /> <br />Award Contract-20ot & 2002 Audit Services Contract Renewal <br />Moved by Councilmember Moratzka, seconded by Councilmember Hazlet to approve the <br />contract renewal as presented. <br />7 Ayes; Nays, none. <br /> <br />Public Hearing/Final Hearing-Rezoning Featherstone Road (A:Agricuiture to R- <br />3:Medium High Density Residence) <br />Mayor Werner opened the public hearing at 7:05 p.m. Hearing no comments, the public <br />hearing was closed at 7:06 p.m. <br /> <br />Rezoning-Featherstone Road (A:Agriculture to R-3:Medium High Density Residence) <br />Moved by Councilmember Hicks, seconded by Councilmember Hazlet to approve the <br />rezoning as presented. <br />7 Ayes; Nays, none. <br /> <br />Adopt 2002 Preliminary Tax Levy <br />Finance Director Webster outlined the legislative changes that have impacted the City's <br />2002 budgetary process, including the reduction in Local Government Aid (LGA) and the <br />elimination of the Homestead & Agriculture Credit Aid (HACA). Webster also stated that staff <br />recommends adoption of the maximum levy amount permitted by law at this time, and <br />reductions can be made prior to adoption of the final levy. <br />Moved by Councilmember Hicks, seconded by Councilmember Yandrasits to adopt the <br />2002 preliminary tax levy as presented. <br />76 Ayes; Nays, none. <br /> <br />Adopt 2002 HRA Preliminary Tax Levy <br />Moved by Councilmember Moratzka, seconded by Councilmember Riveness to adopt the <br />HRA preliminary tax levy as presented. <br />7 Ayes; Nays, none. <br /> <br />Adopt 2002 Preliminary City Budget <br />Moved by Councilmember Hicks, seconded by Councilmember Schultz to adopt the <br />preliminary City budget as presented. <br />7 Ayes; Nays, none. <br /> <br />Empire Wastewater Plant Outfall Pipe Report <br />Bill More of the Metropolitan Council was present to discuss options for reducing <br />discharge into the Vermillion River. More said that three steps are currently being discussed: <br />closing the Rosemount Plant by 2005, expand the existing Empire Treatment Plant, and stop <br />discharging effluent into the Vermillion River. <br />On behalf of the Council, Mayor Werner thanked More for the update and requested <br />future City input as any changes may impact the City of Hastings. <br />
