Hastings, Minnesota <br /> City Council Workshop <br /> June 3, 2019 <br /> The City Council of the City of Hastings, Minnesota met in a workshop on Monday, June 3, <br /> 2019 at 5:30 p.m. in the Community Room at the Hastings City Hall, 101 East 4th Street, <br /> Hastings, Minnesota. <br /> Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Leifeld, Lund, <br /> Folch, Vaughan <br /> Staff Present: Interim City Administrator Julie Flaten <br /> Community Development Director John Hinzman <br /> Public Works Director Nick Egger <br /> Economic Development Coordinator Rusty Fifield <br /> City Engineer Ryan Stempski <br /> Others: <br /> Kristy Barse, Chamber of Commerce President <br /> Mike Slavik, Dakota County Commissioner <br /> Developers: Rob Barse, Pat Regan, Mike Mattingly, Greg Jablonski <br /> Nick Conzemius, Greg Stotko, Bruce Goblirsch <br /> Mayor Fasbender called the workshop to order at 5:30 p.m. <br /> Councilmember Balsanek arrived at 5:55 p.m. <br /> Mary Fasbender opened the meeting talking about the purpose for the meeting and introductions <br /> were made. Kristy Barse provided a history of the developer's task force. <br /> Fifield provided information on housing including historical data, trends, and demographic <br /> information. <br /> Council discussion on neighboring communities' trends, what differs from 20+years ago, input <br /> from Dakota County CDA, opportunities for retirees and seniors, defining"growth" and <br /> "affordable", Met Council influence, and what specifically are the barriers developers see to <br /> building in Hastings. <br /> Developers provided input on the impact current decisions have on future development, what <br /> developers look for in a community, perspective on what factors are in City control, managing <br /> resident push back, fees, and limited land availability, Mississippi River being a barrier and <br /> asset, perception of distance from twin cities, importance of downtown area on local economy, <br /> fees, and impacts of outside forces, ex. Tariffs. <br />
