Council discussed the plan implementation timeline and updates to the City Council. <br /> Approve Finalists in City Administrator Hiring Process <br /> Jim Miller, The Mercer Group,recapped the City Administrator hiring process to date and <br /> recommended four candidates be named as finalists following interviews held by the Ad Hoc Committee <br /> on June 19`" and 24`h <br /> Council discussed the Ad Hoc Committee recommended candidates and the next steps of the <br /> hiring process and thanked all involved in the hiring process. <br /> Councilmember Braucks motioned to approve as presented, seconded by Councilmember Leifeld. <br /> Ayes 7;Nays 0. <br /> Presentation and Approval of the 2018 Comprehensive Financial Report <br /> Lammers introduced Nancy Schulzetenberg, Bergan KDV. Schulzetenberg presented information <br /> on the 2018 Comprehensive Financial Report and audit process. <br /> Council discussed the Finance Committee meeting held before Council meeting, recognition of <br /> staff efforts and attention needed to the Fire&Ambulance and Hydro funds. <br /> Councilmember Vaughan motioned to approve as presented, seconded by Councilmember <br /> Balsanek. Ayes 7;Nays 0. <br /> Public Safety Advisor Commission 2018 Annual Report <br /> Public Safety Advisor Commission Dolores Pemble recapped the work of the Commission during <br /> 2018. <br /> Tobacco 21 <br /> Schafer reviewed the history of Tobacco 21, noted the approach of other Cities within Dakota <br /> County and recommendations from the Public Safety Advisory Commission(PSAC), including that the <br /> Public Safety Committee of the Council review this item. <br /> Council discussed available resources, that most vaping issues occur at Hastings High School, <br /> manpower needed for enforcement, cross-city enforcement concerns, appreciation of PSAC review, <br /> directing this item to the Public Safety Committee of the Council for a more in-depth examination, role of <br /> State Legislature and purchase age versus use age. <br /> Councilmember Folch, motioned to approve as presented and to send to the Public Safety <br /> Committee of the Council for review, seconded by Councilmember Balsanek. Ayes 7;Nays 0. <br /> Mayor Fasbender and Councilmembers made the following announcements <br /> • All City offices will be closed Thursday, July 4 in observation of Independence Day. <br /> • Planning Commission meeting on Monday, July 8`h at 7:00 p.m. at City Hall. <br /> • Planning Committee of the City Council meeting on Tuesday, July 9`h at 6:00 p.m. at City Hall. <br /> • Parks & Recreation Commission meeting on Tuesday, July 9 at 7:00 p.m. at City Hall. <br /> • HEDRA will meet on Thursday, July 11 t1i at 6:00 p.m. at City Hall. <br /> • On Monday, July 15`h the City Council will hold a workshop regarding the Dakota County Eastern <br /> Transit study. <br /> • Councilmember Lund reached out to Senator Bigham and Representative Jurgens for possible <br /> assistance with damage caused by flooding at Lake Rebecca and requested staff follow up. <br /> • Mayor Fasbender shared a letter received from a young citizen regarding plastic bags and pollution. <br /> Motion to adjourn the meeting was made by Councilmember Braucks, seconded by Councilmember <br /> Leifeld.
