Hastings,Minnesota <br /> City Council Workshop <br /> July 15, 2019 <br /> The City Council of the City of Hastings, Minnesota met in a workshop on Monday,July 15, <br /> 2019 at 5:30 p.m. in the Community Room at the Hastings City Hall, 101 East 4"' Street, <br /> Hastings,Minnesota. <br /> Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks,Leifeld, Lund, <br /> Folch, Vaughan <br /> Staff Present: Interim City Administrator Julie Flaten <br /> Community Development Director John Hinzman <br /> Public Works Director Nick Egger <br /> Others: Joe Momeau, Dakota County Senior Transportation Specialist <br /> Mayor Fasbender called the workshop to order at 5:34 p.m. <br /> Egger introduced Joe Morneau from Dakota County. <br /> Momeau provided a presentation on the Eastern Transit Study process and methods, service <br /> concepts for Hastings, and post study considerations. <br /> The three concepts identified in the study related to Hastings include: <br /> 1. Peak Period Commuter Express from Downtown Hastings to Newport Park and <br /> Ride and then to Minneapolis. <br /> 2. All Day Local Service from Hastings to Cottage Grove via Highway 61 to <br /> connect to Regional Transit Networks <br /> 3. All Day Local Service within Hastings <br /> Morneau discussed the express route challenges being ridership numbers and declining use of <br /> express due to tele-commuting trend and providers not expanding service offerings. <br /> Local service challenges include switching to fixed route and loss of door-to-door service and <br /> elimination of Transit Link service. <br /> Other considerations include Hastings not being part of the Transit Taxing District and regional <br /> priorities. <br /> Council discussion on Transit Link services, feasibility of each concept,Hastings residents use <br /> of park and rides and request from County to follow up with data, ridership needed for express <br /> service to be offered, County's role in transit, how Hastings is prioritized regionally, and use of <br /> CTIB funds. <br />
