Hastings,Minnesota <br /> City Council Workshop <br /> September 16, 2019 <br /> The City Council of the City of Hastings, Minnesota met in a workshop on Monday, <br /> September 16, 2019 at 5:30 p.m. in the Volunteer Room at the Hastings City Hall, 101 East 4t" <br /> Street, Hastings, Minnesota. <br /> Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Leifeld, Lund, <br /> Folch, Vaughan <br /> Staff Present: Interim City Administrator Julie Flaten <br /> Community Development Director John Hinzman <br /> Economic Development Director Rusty Fifield <br /> Finance Manager Melanie Lammers <br /> Senior Accountant Ashley Parker <br /> Mayor Fasbender called the workshop to order at 5:36 p.m. <br /> Economic Development Coordinator, Rusty Fifield, gave a presentation on the historical uses of <br /> Tax Increment Financing (TIF)by the City of Hastings. He also explained the definition of TIF, <br /> various district types including requirements and complexities. The use of TIF as an economic <br /> development tool and what considerations and policy decisions should be considered were also <br /> discussed. <br /> City Council discussion on clarification on Hudson property TIF district,timelines for TIF <br /> districts, what is in City's control, how funds flow throughout process,the City advertising TIF <br /> as an option for development, number of TIF districts City may want to have at one time, <br /> overuse of TIF, deed restrictions, and that each TIF request should be evaluated independently. <br /> ADJOURNMENT <br /> Motion to adjourn by Councilmember Leifeld, seconded by Councilmember Vaughan at <br /> 6:48 p.m. <br /> lnq�. k a 11A 9�� <br /> Mary D. sbender, Mayor Flaten, City Clerk <br />
