Hastings,Minnesota <br /> City Council Workshop <br /> January 6, 2020 <br /> The City Council of the City of Hastings, Minnesota met in a workshop on Monday, January <br /> 6, 2020 at 5:30 p.m. in the Community Room at the Hastings City Hall, 101 East 4th Street, <br /> Hastings, Minnesota. <br /> Members Present: Mayor Fasbender,Councilmembers Balsanek, Braucks,Leifeld, Lund, <br /> Folch, Vaughan <br /> Staff Present: City Administrator Dan Wietecha <br /> Administrative Services Director Julie Flaten <br /> Police Chief Bryan Schafer <br /> City Attorney Dan Fluegel <br /> Others Present: Elyse Less, MN Tobacco-Free Alliance <br /> Dolores Pemble,Public Safety Advisory Commission <br /> Bryon Ascheman, Public Safety Advisory Commission <br /> Dave Pemble, ISD 200 School Board <br /> Mayor Fasbender called the workshop to order at 5:35 p.m. <br /> Chief Schafer provided a recap of the work to date by the Public Safety Advisory Committee and <br /> Public Safety Committee of the Council. Schafer also discussed impacts of the adoption of the <br /> federal law raising the legal age for purchase of tobacco products to 21. The new law deals only <br /> with the sale and not the use of tobacco products by those under the age of 21. <br /> Purpose of meeting is to review the proposed ordinance amendment on tobacco and consider <br /> modifications of penalties associated with the use and possession of tobacco products by those <br /> under the age of 21. <br /> City Council discussion on consequences to offender of being charged with a misdemeanor or <br /> petty misdemeanor, number of compliance checks done by Police Department, enforcement of <br /> proposed changes,how to handle neighboring jurisdictions ordinances/rules, following state and <br /> federal laws, and desire to keep ordinance changes easy to understand and enforce. <br /> Public Safety Committee of the Council will meet on Friday, January 10 at 8:15 a.m. to do a <br /> final review of the proposed ordinance prior to bringing forward to the City Council for <br /> consideration. <br /> ADJOURNMENT <br /> Motion to adjourn by Councilmember Braucks, seconded by Councilmember Vaughan at <br /> 6:40 p.m. <br />
