Hastings, Minnesota City Council Minutes February 3,2020 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, February 3, 2020 at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4"'Street, Hastings, Minnesota. Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten City Attorney Dan Fluegel Community Development Director John Hinzman Park&Recreation Director Chris Jenkins IT Manager Alan Nordquist Councilmember Balsanek recognized former Councilmember Tom Nesbitt Sr. with a moment of silence. Presentation: Dakota Broadband Board, Executive Director Carah Koch Carah Koch, Executive Director of Dakota Broadband Board, provided an overview and update of the Dakota Broadband Board activities. Council discussed 5G, comparison to similar counties and cities, underserved areas in the county and state, the lack of fiber laid and possible future fiber growth in Hastings and possible further discussion at a City Council Work Session or at a Utilities Committee of the Council meeting. The Council thanked the Dakota Broadband for all of their work. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular City Council meeting on January 21, 2020. Minutes were approved as presented. Resolution No. 02-04-20: Acceptance of and Appreciation of a Donation from the Starkson Family Life Celebration Chapel to the Hastings Police Reserve 7. Accept Scholarship from Flint Hills Resources for Firefighter Training 8. Approve`The Longer Table' as a Special Event 9. Approve Water Service Repair Assessment Request—515 Tiffany Drive(Krinke) 10. Approve Special Event Request—League of Women Voters 11. Appoint New Parks &Recreation Commissioner—Santelman 12. Side by Sides/ATV's/Golf Carts on City Streets 13. Approve Agreement Regarding Sewer and Water Service Lines and Waiver of Procedural Irregularity and Assessment Appeal—Glendale Heights 3`d Addition Councilmember Balsanek motioned to approve as presented,seconded by Councilmember Folch.
