<br />HASTINGS HERITAGE PRESERVATION COMMISSION <br /> <br />Minutes of Meeting, June 20, 2006, 7:00p.m., City Hall <br /> <br />I. Quorum: Commissioners St. James, Hellie, Behnke, Martin, Hicks, <br />Siemens and Goderstad were present. Staff: Grossman and Phillips. <br />Chairperson Goderstad called the meeting to order. <br /> <br />II. Minutes of May 16, 2006. Martin moved and St. James seconded <br />approval of the minutes; motion carried, 7-0. <br /> <br />III. Review of building permits or design proposals. <br /> <br />A. 1629 Vermillion Street, the LeDuc Mansion. City of Hastings. Grossman <br />presented information regarding the proposal for added sidewalk lighting <br />for the south east part of the building. The proposals were not for final <br />decision, but rather to start the process of selection. Grossman presented <br />seven options for lighting: <br /> <br />1. Two or three post lights along the sidewalk - the same design as <br />those along the sidewalk to the parking lot. They are mounted on <br />cut down telephone poles. <br />2. Three to five yard fixtures, 6 to 8 feet high, along the sidewalk. <br />3. Two lights mounted under the soffit of the house and/or kitchen to <br />shine down on the sidewalk. <br />4. Two or three pedestal (bollard) lights along the sidewalk. <br />5. A spotlight mounted on the barn to shine across the yard at the <br />sidewalk. <br />6. A series of low landscape lights along the sidewalk. <br />7. A second modern light along the sidewalk that would illuminate the <br />sidewalk. <br /> <br />The commissioners ag-reed that the lights would be needed for safety. <br />Concerns that came up were: cutting into original material or attaching lights <br />onto buildings, cluttering the grounds with too many lights, lights that people <br />misinterpret as historic, people tripping on or running into lights, too much <br />illumination, the look of the current lights and the possibility of lost opportunity <br />to use lighting as an aesthetically pleasing part of the LeDuc experience. <br /> <br />After discussion on the concerns of lighting the commission came up with <br />three options, ranked from 1-3, to recommend for further review. These <br />options are as follows: <br /> <br />1. A floodlight placed back far enough to illuminate the whole <br />sidewalk. This floodlight would be placed on the grour;Jd, not on a <br />building. <br />
