Hastings, Minnesota <br /> Minutes of the Joint Meeting of the City Council and <br /> Hastings Economic Development and Redevelopment Authority <br /> March 16,2020 <br /> The City Council of the City of Hastings, Minnesota along with the Hastings Economic Development and <br /> Redevelopment Authority(HEDRA) met in a joint meeting on Monday, March 16,2020 at 5:30 p.m. in the <br /> Community Room at the Hastings City Hall, 101 East 4' Street, Hastings, Minnesota. <br /> City Council Members Present: Mayor Fasbender, Councilmembers Folch, Leifeld, Lund and Vaughan(also <br /> a HEDRA Commissioner). <br /> City Council Members Absent: Councilmembers Balsanek(also a HEDRA Commissioner)and Braucks <br /> HEDRA Members Present: President Sullivan,Commissioners Peine, Fox,Goblirsch <br /> HEDRA Members Absent: Commissioner Sinclair <br /> Staff Present: City Administrator Dan Wietecha <br /> Community Development Director John Hinzman <br /> Economic Development Coordinator Rusty Fifield <br /> Others Present: Hastings Area Chamber President Kristy Barse <br /> Mayor Fasbender and President Sullivan opened the meeting. Hinzman noted the meeting agenda will focus <br /> on discussing the role of the City in assisting businesses impacted by COVID-19. Fifield provided background <br /> information on the business composition in Hastings and asked if the City should consider options for <br /> providing assistance to businesses impacted. <br /> Councilmembers and Commissioners discussed the following: <br /> • Business assistance and how will roles change with the COVID-19 Pandemic; what other assistance <br /> may be offered. <br /> • Shift from growth to maintaining existing businesses during the pandemic. <br /> • Need to be good stewards of public funds. <br /> • Formation of a Task Force to be a clearinghouse of information. <br /> • Don't forget the needs of non-profits and churches. <br /> • The specific needs of businesses are difficult to determine at this time,but we should be ready to <br /> respond to areas that are not covered by federal and state resources. <br /> • Loans may not be preferable for businesses. <br /> Council and HEDRA established a COVID-19 Task Force consisting of Mayor Fasbender, Councilmembers <br /> Lund and Folch, HEDRA Commissioner Goblirsch, and Kristy Barse of the Hastings Area Chamber of <br /> Commerce. <br /> ADJOURNMENT <br /> The meeting was adjourned at 6:45pm <br /> Sign up to receive automatic notification of Council agendas <br /> At ccagenda-subscribe@hastingsmn.gov or by calling 651-480-2350 <br /> City Council packets can be viewed in searchable format on the City's website at <br /> http://www.hastin€inn. o� v/city-government/city-council/city-council-agendas-and-minutes <br />
