Hastings, Minnesota <br /> City Council Minutes <br /> March 16,2020 <br /> The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, March 16, 2020 <br /> at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4`' Street, Hastings, Minnesota. <br /> Members Present: Mayor Fasbender, Councilmembers Balsanek, Folch, Leifeld, Lund and Vaughan <br /> Members Absent: Councilmember Braucks <br /> Staff Present: City Administrator Dan Wietecha <br /> City Attorney Dan Fluegel <br /> Community Development Director John Hinman <br /> Deputy Police Chief Dave Wilske <br /> Deputy City Clerk Erica Henderson <br /> Parks & Recreation Director Chris Jenkins <br /> Public Works Director Nick Egger <br /> Fluegel stated that prior to the start of the meeting, there was an inquiry about shortening the meeting or <br /> conduct it in another manner due to the current circumstances relating to the COVID-19 virus. He explained <br /> options to do either and added that the City's Pandemic Plan was an item on the agenda. <br /> Councilmember Balsanek motioned to only discuss the consent agenda and the proposed pandemic plan and <br /> suspend any further discussion of the remaining items. <br /> Council discussed the current state of events of the COVID-19 virus pandemic, the Governor's latest <br /> announcements and other items on the agenda which needed action. <br /> The motion was not seconded. <br /> Presentation: Pleasant Hill Library Update <br /> Julia Carlis, Pleasant Hill Library manager,presented updated information about various aspects of the <br /> Pleasant Hill Library. <br /> Approval of Minutes <br /> Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular and <br /> Special Meeting of the City Council meeting on March 2, 2020. <br /> Minutes were approved as presented. <br /> Comments from the Audience <br /> Mary Murphy, 1020 County Road 47, detailed her reasons for opposing the proposed senior living at <br /> 1 190 County Road 47. <br /> Rob Barse, Mint Development Company, LLC president, responded to Murphy's concerns and <br /> provided a document to Council with his remarks. <br /> Council Items to Be Considered <br /> Mayor Fasbender requested the Declaration of a Public Health Emergency be added to the agenda. <br /> Hearing no objection, the item was added as #3 under Administration. <br /> Sign up to receive automatic notification of Council agendas <br /> At ccagenda-subscribe@hastingsmn.gov or by calling 651-480-2350 <br /> City Council packets can be viewed in searchable format on the City's website at <br /> htto://w,%vw.hasti ngsmn.gov/city-government/city-council/city-council-agendas-and-minutes <br />
