Ayes 6;Nays 0. <br /> Remove from the Table: Keeping of Chickens <br /> This item was removed. <br /> Request to Change Non-Conforming Use- Haven Chemical Health (321 East 6th Street) <br /> Hinzman discussed the request for change in use from a youth shelter to an inpatient substance use disorder <br /> facility for 321 East Wh Street and that he only received one email in opposition. He asked Council for <br /> direction as to prepare a resolution either approving or denying the request. <br /> Sasha Griner, 517 Ramsey Street, expressed her concerns about the effect the proposed change in use may <br /> have on the neighborhood. <br /> Council discussed the location of the property,appropriate need versus appropriate use definitions,the <br /> compatibility of the proposed use, the need for the proposed use, other possible locations in the City for the <br /> proposed use, staffing and security of the proposed facility,required number of votes, termination date of the <br /> non-conforming use, conditions proposed if approved,conditional use permit versus special use permit, <br /> nuisances, previous similar requests,other similar facilities in the City and allowing the housing market to <br /> determine the use of the building. <br /> Jennifer Frazer-John and Al Johnson, representatives from Haven Chemical Health spoke about patient <br /> placement, funding,other Haven Chemical locations, staffing and security. <br /> Councilmember Lund motioned to deny as presented, seconded by Councilmember Leifeld. Ayes - Lund, <br /> Leifeld, Balsanek, Fasbender;Nays—Folch, Vaughan.
