The Planning Commission voted 4 to 1 in favor of the amendments and <br /> the Planning Committee of the City Council were generally supportive. <br /> Hinzman provided details of the comments received via email prior to the Council Meeting. Hinzman <br /> noted that these comments were forwarded to the City Council. <br /> • Dave Matson and Jeanette Hess, 1090 Co Rd 47, expressed opposition to the rezoning. <br /> • Hastings Area Chamber of Commerce was in favor for the housing developments. <br /> • Patrick Schmitt,9963 160°i Street,owner of property,supportive of rezoning and the development. <br /> • Jerry and Eileen Perra, 1171 Southview Drive,expressed reservations to the rezoning. <br /> • Paul and Mary Murphy, 1020 Co. Rd 47,expressed opposition to the rezoning. <br /> Rob Barse,Mint Development Co., gave a presentation about the Comprehensive Plan Amendment, <br /> rezoning,potential senior development and child watch proposal. <br /> Mayor Fasbender opened the public hearing at 7:53 p.m. <br /> Richard,no last name or address provided, inquired if the trail would be affected.Hinzman explained <br /> why the trail would not be currently affected. <br /> Hearing no further comments,Mayor Fasbender closed the public hearing at 7:58 p.m. <br /> Council discussed resident notification of neighborhood meetings and that City Staff, City <br /> Councilmembers and Dakota County Staff were also informed of the neighborhood meetings,most recent <br /> neighborhood meeting was well-attended,building cannot be built in the flood plain,clarification of the R3 vs. <br /> R4 density differences,the zoning of the property if the development does not move forward and whether if a <br /> stipulation to preserve the current zoning may be added,zoning of the property across the street,reiterated that <br /> housing is a priority for City, suggested that the developer should use consistent language regarding plans <br /> moving forward, size restriction of other available properties within the City,possible traffic and effect on <br /> neighbors if the development were to happen. <br /> Councilmember Braucks motioned to approve the ordinance amendment to City Code Chapter 155.01 <br /> as presented, seconded by Councilmember Leifeld.
