Hastings, Minnesota <br /> City Council Meeting Minutes <br /> July 6,2020 <br /> The City Council of the City of Hastings,Minnesota met in a regular meeting on Monday,July 6, 2020 at <br /> 7:00 p.m. via Zoom video conference. <br /> Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that <br /> an in-person meeting was not practical or prudent due to the COVID-1 9 Pandemic, <br /> Members Present: Mayor Fasbender, Councilmernbers Balsanek Braucks, Folch, Leifeld, Lund and Vaughan <br /> Staff Present: City Administrator Dan Wietecha <br /> Deputy City Clerk Erica Henderson <br /> City Attorney Dan Fluegel <br /> Community Development Director John Hinman <br /> Parks and Recreation Director Chris Jenkins <br /> Presentation—Emerald Ash Borer—Rainbow Tree Care <br /> Jeff Hafner, Rainbow Tree Care Director of Municipal Consulting, gave a presentation about how <br /> Rainbow Tree is helping to protect and maintain the City's ash trees, cost benefit models and resident <br /> participation in the program. <br /> Council discussed the preventative maintenance cost for the City versus residents of ash trees in the <br /> boulevard, that the ordinance details boulevard trees must be maintained by the property owner, cost share <br /> between the City and residents, cost of preventative maintenance versus tree removal, possible future impact <br /> EAB and tree loss, how Rainbow Tree informs residents of the reduced cost preventative maintenance <br /> program, residents participating in the reduced cost program, various areas within the City where residents are <br /> treating boulevard ash trees, and recommendation to forward this to the Parks and Recreation Committee. <br /> Approval of Minutes <br /> Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular <br /> Meeting on June 15,2020 of the City Council. <br /> Minutes were approved as presented. <br /> Comments from the Audience <br /> Stan McCoy, 1208 Tyler Street, explained why Council should forgive the overtime charges on a <br /> waterline repair bill and that the Operations Committee previously denied this request. <br /> Councilmember Folch requested that this be placed on the July 20, 2020 agenda. <br /> Consent Agenda <br /> I.
