Hastings,Minnesota <br /> City Council Workshop <br /> August 17,2020 <br /> The City Council of the City of Hastings, Minnesota met in a workshop on Monday, August <br /> 17, 2020 at 5:30 p.m. via Zoom virtual meeting <br /> Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Leifeld, Lund, <br /> Folch, Vaughan <br /> Staff Present: City Administrator Dan Wietecha <br /> Administrative Services Director Julie Flaten <br /> Brenda Davitt, Interim Finance Manager <br /> Ashley Parker, Senior Accountant <br /> Mayor Fasbender called the workshop to order at 5:34 p.m. <br /> Flaten reviewed the updated Fund Balance and Purchasing Policy as well as the Single Audit <br /> Policy. Council discussed including distinction to call out professional services contracts. <br /> Wietecha and Davitt gave a presentation on the 2021 proposed levy and budget. This included a <br /> history of the tax levy, market value and impacts of the proposed levy on commercial and <br /> residential properties. A detailed listing of expense and revenue changes between 2020 and 2021 <br /> was included. Items that require additional council discussion include bonding, Emerald Ash <br /> Borer, Loop Bus funding, Highway County 42 speed study, diversity training and a wage <br /> increase for Councilmembers. <br /> Council discussion on bonding for the City Hall dome restoration and Highway 316 funding <br /> shortfall, an update from Dakota County on the probability of County funding Highway 316 <br /> needs, detail needed on restoration efforts at City Hall, ability for City to implement a gas or <br /> sales tax, more detail on overall City bonding, Highway 316 mill and overly, and contingency <br /> planning for COVID and CARES funding. <br /> Next steps include the Finance Committee meeting to discuss bonding. The preliminary levy <br /> will be set at the September 21, 2020 Council meeting. <br /> ADJOURNMENT <br /> Motion to adjourn by Councilmember Vaughan, seconded by Councilmember Braucks at <br /> 6:57 p.m. <br /> Mary D.
