Hastings,Minnesota <br /> City Council Workshop <br /> November 2,2020 <br /> The City Council of the City of Hastings, Minnesota met in a workshop on Monday, <br /> November 2, 2020 at 5:30 p.m. via Zoom virtual meeting. <br /> Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Lund, Leifeld, <br /> Folch, Vaughan <br /> Staff Present: City Administrator Dan Wietecha <br /> Administrative Services Director Julie Flaten <br /> Community Development Director John Hinzman <br /> Public Works Director Nick Egger <br /> Finance Manager Chris Eitemiller <br /> Building Official Tom Bakken <br /> Others Present: Ehlers Senior Municipal Advisor, Stacy Kvilvang <br /> Mayor Fasbender called the workshop to order at 5:35 p.m. <br /> Mayor Fasbender introduced Stacie Kvilvang of Ehlers Inc. who gave a presentation which <br /> discussed an overview of WAC/SAC, what WAC/SAC pays for, the City's deferral program and <br /> recommendation for rate adjustments. <br /> City Council discussion on how much loss of revenue between 2017 and 2019 ($175,000)when <br /> rates were decreased, did rate reduction have any effect on development, City staff not hearing <br /> concerns about rate structure, Hastings had 10-year time with nearly no development, <br /> comparable communities with bus lines not analyzed, developers are only paying a portion of the <br /> cost for the expansion on the system with the remainder of those costs being placed on the utility <br /> rates for all users, optional program with HEDRA, possibility of tiered structure to assist smaller <br /> businesses, WAC/SAC rates have not been increased for inflation since the reduction in 2017, <br /> impact of raising fees on utility users when rates have been increased yearly, and possible <br /> council workshop on creation of program that helps businesses without discussing rates. <br /> Consensus on next steps in the discussion or changes to the WAC/SAC rates was not reached. <br /> ADJOURNMENT <br /> Motion to adjourn by Councilmember Vaughan, seconded by Councilmember Lund at 6:54 <br /> p.m. <br /> jj (4(cJlJz�t— <br /> Mar�y II Fasbender, Mayor 4ulFn, City Clerk <br />
