Hastings,Minnesota <br /> City Council Workshop <br /> November 16,2020 <br /> The City Council of the City of Hastings, Minnesota met in a workshop on Monday, <br /> November 16, 2020 at 5:30 p.m. via Zoom virtual meeting. <br /> Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Lund, Leifeld, <br /> Folch, Vaughan <br /> Staff Present: City Administrator Dan Wietecha <br /> Administrative Services Director Julie Flaten <br /> Finance Manager Chris Eitemiller <br /> Senior Accountant Ashley Bertrand <br /> Mayor Fasbender called the workshop to order at 5:30 p.m. <br /> Wietecha gave a presentation on the status of the 2021 budget. The presentation included <br /> information on the proposed levy, changes since September, prioritization of capital items, utility <br /> rates and the State bonding bill. <br /> Councilmember Balsanek arrived at 6:00 p.m. <br /> City Council discussion on the HEDRA levy amount, establishment of an internal service fund <br /> and Finance Committee to review, use of green acres funds to finance fire engine via internal <br /> loan, State bonding grants for Highway 316 and City Hall dome and inclusion in 2021 budget, <br /> Loop bus funding, carryover of funding for Arts Task Force mural project, and funding for a <br /> study on Fire Department operations. <br /> Next steps include the Truth-in-Taxation hearing on December 7`h and the adoption of the 2021 <br /> budget on December 21. <br /> ADJOURNMENT <br /> Motion to adjourn by Councilmember Braucks, seconded by Councilmember Vaughan at <br /> 6:52 p.m. <br /> Mary D.( asbender, Mayor Jul' aten, City Clerk <br />
