<br /> Special City Council Meeting Minutes <br /> Hastings, Minnesota <br /> March 24, 2003 <br />The City Council of the City of Hastings, Minnesota met in a special meeting on <br />Monday, March 24, 2003 at 5:00 p.m. in the Volunteer Room, 101 4th Street East, <br />Hastings, Minnesota. <br />Members Present: Council members Hazlet, Riveness, Schultz, and Yandrasits <br /> Mayor Werner <br /> Councilmember Hicks arrived at 5:07 p.m. <br /> Councilmember Moratzka arrived at 5:08 p.m. <br />Members Absent: None <br />Staff Members Present: David Osberg, City Administrator; <br /> Shawn Moynihan, City Attorney; <br /> Melanie Mesko Lee, Administrative AssistanUCity Clerk; <br /> John Grossman, HRA Director <br />Resolution 03-18-03-Resolution of the City Council of the City of Hastings <br />Authorizing the Execution of the Real Estate Transfer Agreement and Declaraion <br />Creating Restrictive Covenants Relating to the Acquisition of the LeDuc House <br />Property and the Lease Agreement with the Dakota County Historical Society <br />City Administrator Osberg stated that the most recent cost estimate has been <br />provided to the City Council for their review. He stated that due to cost constraints, the <br />elevator will not be included in the design. The project is estimated to cost under $1 <br />million, which is the amount allocated by the Minnesota Historical Society from the State <br />of Minnesota for making repairs on the property. <br />Councilmember Schultz asked how the lack of elevator would impact the <br />accessibility of historical interpretation pieces. Representatives from the Dakota County <br />Historical Society said that the intent is to have the majority of the information on display <br />on the first floor. <br />Council member Yandrasits asked what repairs are proposed to made among the <br />various items listed under "necessary," "better," and "best" repairs. Osberg stated that <br />"necessary" and "better" repairs are currently proposed to be made. <br />Mayor Werner asked whether City staff has been budgeted to assist with costs <br />associated with transferring the property. Osberg stated that it is anticipated that current <br />staff will provide this assistance. <br />Mayor Werner asked whether the City should have more oversight to ensure <br />compliance with improvements on the building. He also stated his concern with limiting <br />the use of the building to non-commercial use. Osberg stated that current bonding laws <br />dictate the limitation on no more than 5% of the building being used for commercial <br />purposes. <br />
