The Planner than went on to summarize the Staff Report, <br />pointing out concerns regarding the storm sewer system, the <br />natural gas line easement, and that this development contain <br />the same conditions as approved for the Riverwood First <br />Development. Greg Jablonske, representing the developers <br />indicated that the developers would be willing to work with <br />the Staff on resolving the drainage. <br /> <br /> Moved by Commissioner Swanson, seconded by Commissioner <br />Simacek to recommend approval of the rezoning, and if the <br />Public Hearing notices were properly distributed, the pre- <br />liminary plat and PRD, subject to the revision of the storm <br />sewer plan to address the Staff concern, the thorough review of <br />all gas company requirements by the City Attorney, that <br />the lot size and setback requirements of the R-2 Single <br />Family District apply to the development, with the excep- <br />tion that a 20 foot front setback for garage 5 foot side <br />yard setback and 20 foot rear setback be allowed, that <br />the developers be permitted to construct public improve- <br />ments according to the subdivision ordinance, that all <br />improvements, including the walkways be constructed with <br />other improvements, that Village Trail and Riverwood <br />Drive be considered as future state aid collectors <br />streets meeting state aid design standards, and that <br />the developers provide restrictive covenants requiring <br />at a minimum the landscaping shown on the typcal site <br />plan drawing reviewed by the Planning Commission, as well <br />as other structural standards. 8 Ayes, 0 Nayes. <br /> <br /> Mr. Sieben proposes to construct 12 townhome units, <br />and would need a special use permit, a variance from the <br />area requirements for a PRD, and one setback variance. <br /> <br /> Moved by Commissioner Simacek, seconded by Commis- <br />sioner Wendler to schedule a Public Hearing for this <br />matter for the March 14, 1983 Planning Commission Meeting. <br />8 Ayes, 0 Nayes. <br /> <br /> Moved by Co~missioner Anderson, seconded by Co~is- <br />sioner Wendler to schedule a Public Hearing for the March <br />14, 1983 Planning Commission Meeting. 8 Ayes. 0 Nayes. <br /> <br /> Moved by Commissioner Wend!er, seconded by Commis- <br />sioner Stevens to schedule a Public Hearing for the March <br />]4, 1983 Planning Commission Meeting. 8 Ayes, 0 Nayes. <br /> <br /> The Planner indicated that he was waiting for some <br />more information, and development regarding the sewer plant <br />expansion before completing a set of proposed amendments <br />to the Comprehensive Plan. <br /> <br /> Moved by Commissioner Simacek, seconded by Commis- <br />sioner Wendler to table the matter until the sewer plant <br />expansion information is available. 8 Ayes, 0 Nayes. <br /> <br /> Moved by Commissioner Simacek, seconded by Commis- <br />sioner Wendler to adjourn at 8:14 P.M. 8 Ayes, 0 Nayes. <br /> <br />SPECIAL USE PERMIT - <br />BIRCHWOOD TOWNHOMES <br />PRD - 5TH & ASH STS. - <br />AL SIEBEN <br /> <br />SPECIAL USE PERMIT - <br />TWO FAMILY CONVERSION - <br />8TH & FOREST STS. <br />JOHN LORENZ <br /> <br />SPECIAL USE PERMIT - <br />TWO FAMILY CONVERSION - <br />306 W. 2ND ST. - MR. & <br />MRS.
