MINUTES OF HASTINGS PLANNING COMMISSION <br />MONDAY, JULY 25, 1983 <br />7:30 P.M. <br /> <br />Acting Chairman Wendler called the meeting to order at 7:30 p.m. <br /> <br />Members Present: Commissioners Wendler, Swanson, Stevens, Reuter, <br /> Martin, Simacek, Conzemius, and Anderson. <br /> <br />Members Absent: Chairman Murphy. <br /> <br /> Moved by Commissioner Conzemius, seconded by <br />Commissioner Stevens to approve the Minutes of the <br />July 11, 1983 meeting. 8 Ayes, 0 Nayes. <br /> <br /> The Planner summarized the important issues re- <br />lating to the proposal. Mr. Erickson then explained <br />the development and submitted an appraisal report by <br />~ local realtor indicating that no adverse property <br />value impacts would result from the development. <br /> <br /> Mr. Steve Hyland an appraiser hired by nearby <br />neighbors indicated that he felt the obstruction of <br />the view of a lake or river would have a negative <br />effect on the property values of nearby homes. Mr. <br />Harley Watson presented the Commission with a memo <br />opposing the proposed development, and argued that <br />the filling matter, contrary to the Planners report, <br />does have a bearing on their decision, because he <br />felt the property would not have a large enough <br />buildable area if the illigal filling had not <br />occurred. Mr. Mike Matsch also indicated that he <br />would not be opposed to the development if it were <br />within the R-2 height limitations, and did not <br />obstruct the view of nearby neighbors. Mr. Matsch <br />had also submitted information to the Commission <br />which expressed concern over whether the proposal <br />was consistent with Hastings Critical Area Plan <br />and the character of the area. Mr. Lee Nelson <br />indicated that he was vague about the difference <br />between an R-2 special use and a permitted use in <br />the R-3 district. He also indicated that this <br />a~peared to be an inappropriate spot zoning. Mr. <br />Jerry Hoeschens asked if the lift station would <br />serve other properties. <br /> <br /> Moved by Commissioner Swanson, seconded by <br />Commissioner Simacek to recommend denial of the <br />proposed rezoning as it would constitute unwarranted <br />spot zoning, and that it would be unfair to con- <br />sider this proposal until R-2 special use permits <br />are defined. 7 Ayes, Reuter Abstaining. <br /> <br />APPROVAL OF MINUTES <br /> <br />REZONING - R-2 TO R-3 <br />RIVERVIEW ESTATES - <br />LOCK AND DAM ROAD - <br />NORTH OF 2ND STREET - <br />GAYLE ERICKSON <br /> <br /> <br />
