MINUTES OF HASTINGS PLANNING COMMISSION <br /> <br /> TUESDAY, OCTOBER 11, 1983 <br /> <br /> 7:30 P.M. <br /> <br />The meeting was called to order at 7:31 P.M. by Chairman Murphy. <br /> <br />Members Present: Commissioners Murphy, Stevens, Reuter, Martin, <br /> Simacek, Conzemius, and Anderson. <br /> <br />Members Absent: Commissioners Swanson and Wendler. <br /> <br /> Moved by Commissioner Simacek, seconded by Commis- <br />sioner Anderson to approve the Minutes of the September <br />26, 1983 Planning Commission Meeting. 7 Ayes, 0 Nayes. <br /> <br />APPROVAL OF MINUTES <br /> <br /> Chairman Murphy opened the Public Hearing at 7:33 P.M. <br />the Planner indicated that on file were copies of the <br />Notice of Public Hearing and Affidavit of Publication. <br />Thus, the Public Hearing was properly called. No one <br />presented any information for the Public Hearing. After <br />all people present had an opportunity to be heard on <br />matter, Chairman Murphy closed the Public Hearing at 7:35 <br />P.M. <br /> <br />PUBLIC HEARING - ORD- <br />INANCE AMENDMENT - LOT <br />SIZES IN THE AGRICULTURAL <br />DISTRICT <br /> <br /> Moved by Commissioner Simacek, seconded by Commis- <br />sioner Reuter to recommend that the City Council amend <br />the zoning ordinance to increase the minimum lot size <br />requirement in the agricultural zoning district from <br />two acres to five acres, to achieve the Comprehensive <br />Plan density goal for the agricultural areas. 7 Ayes, <br />0 Nayes. <br /> <br /> The City Council had approved a first reading of <br />the amendment, which would formalize the current practice <br />of allowing single family homes, when part of a PRD in <br />the R-3 and R-4 districts. The Planning Commission dis- <br />cussed various applications of this general idea, in- <br />cluding simply including single family homes as a permitted <br />use when not part of a PRD. <br /> <br />ZONING ORDINANCE AMEND- <br />MENT ADDING SINGLE FAMILY <br />HOMES AS A PERMITTED PRD <br />USE IN THE R-3 DISTRICT <br /> <br /> Moved by Commissioner Simacek, seconded by Commis- <br />sioner Conzemius to recommend that the zoning ordinance <br />be amended to allow single family dwellings as part of a <br />PRD, when the development also includes attached dwellings, <br />using the same lot size and setback minimum as are required <br />for single family homes in the R-2 district, in the R-3 and <br />R-4 zoning districts, and to change the minimum PRD size <br />from five acres to three acres. 6 Ayes, Reuter Naye. <br /> <br /> The Planning Commission reviewed the potential impact <br />of offices in all residential districts. Commissioner Martin <br />expressed concern that the areas along Highway #55 and #61, <br />as well as other older historic buildings, should have the <br />ability to be converted into offices.
