MINUTES OF HASTINGS PLANNING COMMISSION <br />MONDAY, OCTOBER 24, 1983 <br />7:30 P.M. <br /> <br />The meeting was called to order at 7:32 P.M. by Chairman Murphy. <br /> <br />Members Present: <br /> <br />Cormnissioners Murphy, Swanson, Stevens, Reuter, <br />Martin, Conzemius, Anderson, Wendler, and Simacek <br />who arrived at 8:26 P.M. <br /> <br />Members Absent: None <br /> <br /> Moved by Cormnissloner Reuter, seconded by Commis- <br />sioner Anderson to approve the Minutes of the October il, <br />1983 Planning Commission Meeting. 8 Ayes, 0 Nayes. <br /> <br />APPROVAL OF MINUTES <br /> <br /> Moved by Cormmissioner Stevens, seconded by Commis- <br />sioner Martin to recommend that the Street be vacated, <br />but an easement be retained for any utilities within <br />the current alley right-of-way. 8 Ayes, 0 Nayes. <br /> <br />ALLEY VACATION - BLOCK <br />BOUNDED BY 12TH AND 13TH, <br />AND SPRING AND EDDY <br />STREETS - DALE WIECH AND <br />PETE NELSON <br /> <br /> The Planner presented the Planning Commission with <br />a petition signed by a number of residents within an area <br />presently zoned C-3, in the downtown vicinity, asking <br />that their property be rezoned to R-2 Residential Classi- <br />fication. The Planner indicated that it was worth con- <br />sideration. <br /> <br />REQUEST TO REZONE PART <br />OF THE DOWNTOWiq COMMER- <br /> <br />CIAL DISTRICT TO R-2 <br /> <br /> Chairman Murphy appointed a Committee chaired by <br />Commissioner Reuter, and including Commissioners Anderson, <br />Martin and Simacek to research the request. <br /> <br /> Dr. Viren's request was for an enclosed kennel in <br />an R-3 District. The Planner expressed concerns about <br />allowing kennels in a residential zoning classification, <br />and the interaction with the current Highway #55 Study. <br /> <br />LAND USE REQUEST - KENNEl <br />ON HIGHWAY #55 - JOHN <br />VIREN <br /> <br /> Moved by Commissioner Wendler, seconded by Commis- <br />sioner Anderson to table this request for 60 days to wait <br />for a recommendation from the Minnesota Department of <br />Transportation. City Staff is to request a recommenda- <br />tion from Mn/Dot. 8 Ayes, 0 Nayes. <br /> <br /> Chairman Murphy appointed Commissioner Wendler as <br />the Chairman of a Committee consisting of Commissioners <br />Stevens, Swanson and Murphy to research the matter. <br /> <br />COUNCIL REQUEST FOR <br />PLANNING COMMISSION STUDY <br />OF POSSIBLE REZONING OF <br />SOME R-2 AREAS TO R-1 <br />AND THE ISSUE OF THREE OF <br />MORE UNIT RESIDENCES IN <br />THE R-2 DISTRICT <br /> <br /> <br />
