MINUTES <br /> <br />PLANNING COMMISSION MEETING <br />JANUARY 26, 1976 <br /> <br />The meeting was called to order at 7:3Z P.M. by Chairman Stoffel. <br /> <br />Members Present: Chairman Stoffel, Stark, Kramer, Latch, Fischer, <br /> Trautmann and WaLker <br /> <br />The Planning Director reviewed tl~ Stoffel Committee's <br />recornrnendation which calls for modifying the <br />and R-4 zoning districts to allow health club facilities <br />as a special use in each district. In addition the <br />Committee has suggested that a special use permit be <br />granted after the ordinance has been changed subject to <br />the following conditions: <br />1. that the proprietor would not be allowed to <br /> expand the facility; <br />g. the special use permit would have to be <br /> renewed every twe years or upon construction <br /> of additional apartment~ units in the complex; <br />3. twenty parking stalls must be provided initially <br /> and the site plan must indicate an area where <br /> another Z0 parking stalls could be located if the <br /> demand dictates; and <br />4. the tenants of the apartment building would be <br /> allowed to use the recreation facility at no charge <br /> and with unlimited use of the facility. <br /> <br />ORDINANCE o HEALTH <br />CLUB AS SPECIAL USE <br />IN R-3 AND R-4 ZONES <br /> <br />Commissioner Kramer suggested to the Planning Commission <br />that they should investigate more closely the need to change <br />the present zoning orc~nance. Rather than simply allowing a <br />health club facility as a special use in an R-3 and R-4 district, <br />because it has been requested, the Planning Commission <br />should investigate theneed to allow other types of uses <br />within these zoning districts as either a pern~itted or spe£ial <br />use. <br /> <br />The manager-operator 0f the health club facility was in <br />the audience and indicated that it would not be practical <br />for him to construct a facility in an area like Hastings <br />because of the size of the COlTLrnunity, if it were not <br />for the existing facility. He indicated that 350 members <br />is approximately the break even point and their goal is <br />to have 500 members belong to 'the club. <br /> <br />Moved by Commissioner Trautmann to schedule a public <br />hearing on February 9th, 1976 to change the zoning <br />ordinance so that a health club would be allowed as a <br />spe£ial use in R-3 and R-4 districts. The motion died <br />for lack of a second. <br /> <br /> <br />
