VIII B-/ <br /> � J <br /> Me o <br /> To: Mayor Werner and City Council <br /> From: Matthew Weiland, City Planner <br /> Subject: Resolution-Reallocation and amendment of 2000 Community Development <br /> Block Grants (CDBG)Programs <br /> Date: 3/3/00 <br /> I am proposing a slight amendment to the Hastings 2000 CDBG Programs. This amendment <br /> will not change the funding of any programs. It will only change the time at which money is <br /> made available to the programs. The programs involved are the Senior Housing Site Acquisition <br /> Program and the 1999 Street Assessment program. The reason for the change is to have more <br /> money available at this time for the City to work with the Dakota County CDA on locating an <br /> appropriate location for a new Senior Housing Project. <br /> The proposed amendment is to reallocate$27,226.00 from the 1999 street assessment abatement <br /> program to the Senior Housing Site Acquisition fund. This years (2000) CDBG program budget <br /> would then be amended by eliminating funds to the Senior Housing Site Acquisition program <br /> and would instead increase funds for street assessment abatement by that same $27, 226.00 <br /> reallocated to the Senior Housing Site Acquisition program. Funds will not be required for the <br /> 1999 Street assessment until next year, since the City Council will not vote on the final <br /> assessment until fall 2000. <br /> I am also proposing that the City pass a resolution reallocating funds the City committed to the <br /> Hastings Housing Coalition Healthy families Center last year. This project has been set back for <br /> a while, so I would also propose reallocating these funds until the project becomes feasible again. <br /> At that time,the City could allocate future CDBG funds to the project. I would propose <br /> reallocating these funds to the•Senior Housing site acquisition. The City will work closely with <br /> the Dakota County HRA to build a new Senior Housing site in Hastings within the next 10 years. <br /> The City also has$7,950.00 from a past City CDBG revolving loan program. I would propose <br /> adding these funds to the Emergency Utility Replacement Fund. The following tables display <br /> the breakdown of 2000 CDBG Funds, past projects, and proposed 2000 CDBG Programs with <br /> new total funds. <br />
