The Planning Commission of the City of Hastings, Minnesota met in a regular
meeting on Monday, July 24, 2023 at 7:00 p.m. in the Hastings City Council
Chambers.
1. Call Meeting to Order
Regular meeting called to order at 7:00PM by Vice-Chair Halberg
Planning Commissioners Present: Halberg (acting Chair in Messina’s absence),
McGrath, LeBrun, Teiken & Peters
Planning Commissioners Absent: Messina
Staff Present:

2. Approval of Minutes – July 10, 2023 Regular Meeting
Approved as presented.
PUBLIC HEARINGS
1. Continuing Discussion of Special Use Permit 2023-26, Neighborhood
Commercial Event Space located at 315 Pine Street
Presented by City Planner, Justin Fortney
• Fortney shares the diagram of proposed lot and parking dimensions, created
by the owner, which depicts 14 parking spots for the proposed small social
gathering event space for 20-25 people and for the rental units of the rebuilt
structure
o This was previously tabled at July 10th meeting, with a desire from
the commission for further information on parking specifics
• 4 angled spaces opposite of the garage, 4 angled spaces south of garage
and 4, potentially 5 spaces in the garage and 2 parallel parking spots just
south of the house
o Fortney shares photographs showing where these cars can fit with
cars parked in a majority of the spaces to show how they would fit
Eric Thraen – 651 3rd Street West
• Backyard northeast neighbor to 315 Pine Street
• Questions if this parking includes need for residential rental units and
where employees would park
• Believes there are lacking details for this proposal and inadequate
parking on the site for its proposed multiuse
Commissioner Halberg asks City Planner Fortney for clarification on the need for
parking based on the mixed use including residential and event space
• Fortney shares how zoning has parking requirements based on use,
whereas each residential dwelling requires 2 spaces, 1 space per vacation
rental and conference and event spaces require 1 space for 4 persons of the
capacity for a total of 13 required spaces for this proposed development
Commissioner Halberg asks if there are any further questions or comments before
the applicant is presented, hearing none, the applicant appears at the front to
answer questions
Applicant: Pavel Zakharov with 3AXAPOB Holding LLC – Owner of 315 Pine
Street
• Commissioner Halberg questions the need for employee parking for the
event space
o Zakharov shares that the event space would be run by the owners of
the property, who live on the 3rd level
• Commissioner Halberg questions where the catering staff would park
o Zakharov shares that the catering staff would be staggered to come
before the guests of the event space arrive to park, or shuttling could
also be utilized
• Commissioner McGrath clarifies if the capacity of the garage is included in
the 12 proposed parking spots, as well as further clarification for where the
parking spaces are located
o Zakharov clarifies that the garage is currently counted as 4 for these
purposes, but could utilize additional current space in the future to
include 5 spaces in the garage. 4 additional spaces proposed in the
courtyard, just east of the event space and existing building, 4
additional spaces on the south side of the garage, and 2 additional
parallel spaces in the wide driveway approximately where the
dumpster is currently located. The applicant shares that the City
requires 13 spaces and this proposal shows 14 spaces
• Commissioner Teiken asks for further clarification on city requirements for
parking spaces, specifically about which materials can be used
o City Planner Fortney responds that asphalt, concrete, tar or pavers
could be used, whereas there needs to be a flat, hard surface
o Zakharov shares that there are existing pavers and plans to expand
the pavers into the grass for the additional parking spots proposed
• Commissioner Teiken asks for clarification regarding City standards for the
size of each parking space
o City Planner Fortney replies that the different types of parking
spaces, such as parallel or 60 degrees have different size
requirements due to the angles
o Zakharov clarifies that the dimensions proposed are correct and work
for each type of space on the lot
• Commissioner Teiken asks if there are any measures for screening of
headlights from vehicles on this property since it is residential
o Photos clarify that there are trees and shrubbery that would block
vehicle light
• Commissioner Teiken shares his disappointment with the simple hand
drawn map, wishing that there was a digitally or electronically produced one
Commissioner Peters reflects on how the requirements of what was asked for
parking have been met and Peters compares this project proposal to a previous
bike rental business application for special use residential. She reflects on how that
has been going well and there have not been any complaints to the City, hopeful
that this can have success as well
• Commissioner Peters motions to approve the Special Use Permit at 315
Pine Street with recommendations from staff to appear at the next City
Council
o Commissioner Lebrun seconds
Commissioner Halberg shares how he struggled with this and wishes that there
was more than just a hand drawn diagram, but what was asked of the applicant
was provided. This is about the Special Use Permit and not decide all the specifics
of an event space because that is for the business and owner
• Commissioner Halberg proceeds to a vote with results as follows:
o In favor: Peters, McGrath, Lebrun, Halberg
o Opposed: Teiken
Motion passes and this will appear at the City Council on August 7th, 2023
OTHER ACTIONS
3. Other Business
City Planner Fortney shares that the Shepard of the Valley minor subdivision was
approved at the previous City Council meeting last Monday, as well as the
Preliminary and Final Plat for the 20-acre Ries addition
4. Adjourn
Commissioner Teiken motions to adjourn the meeting at 7:21 PM. Commissioner
Lebrun seconds.
