HomeMy WebLinkAbout2 - MinutesHastings Planning Commission August 28, 2023 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, August 28, 2023 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, LeBrun, Peters, and Teiken Planning Commissioners Absent: Halberg, McGrath Staff Present: Community Development Director John Hinzman 2. Approval of Minutes – July 24, 2023 - Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes approved as presented. PUBLIC HEARINGS 3. Adam Greenslade – Minor Subdivision #2023-32 – 1012 Ramsey Street Director Hinzman provided an overview of the request to hold a public hearing and recommend action on the minor subdivision. Hinzman indicated this action will create two separate parcels. Hinzman provided a summary of the background of the property, sharing the former home was demolished in 2020 after severe fire damage. The applicant is proposing to split the lot into two lots to construct a twin home, comparable to adjacent properties. Chair Messina opened the public hearing at: 7:03 PM Todd Matzke, 1018 Ramsey Street, expressed concern of current on street parking availability. Mr. Matzke indicated Ramsey Street is a snow emergency route. Deeanne Rozinka, 1007 Ramsey Street, expressed concerns of on street parking and potential impact in the area during construction of the units. Ms. Rozinka posed questions to the timeline for building and whether these would be classified homesteads or rental properties. Chair Messina closed the public hearing at: 7:10 PM and invited Commissioners to ask questions or offer comments. Commissioners asked for clarification of the request and what the Commission needs to take into consideration. Hinzman indicated the City does not have regulations as far as location of rental properties and the number of rental properties. Hinzman shared the proposal fits zoning regulations and parking standards. Commission discussion on low-density residential designation when comparing current zoning classifications and the 2040 Comprehensive Plan. Hinzman reviewed the minimum requirements of low- density residential designation (R2), reiterating the plan does meet the minimum requirements. Hinzman spoke to the components of the Comprehensive Plan. Commissioner Teiken motioned to approve the minor subdivision request as presented, seconded by Commissioner LeBrun. Ayes: Commissioners Messina, LeBrun, Peters, and Teiken. Nays: None Absent: Halberg, McGrath 4. Greg J Homes – Preliminary and Final Plat #2023-21 – South Oaks 4th Addition Director Hinzman provided a summary of the request related to the Preliminary and Final Plat application of the South Oaks of Hastings 4th Addition as submitted by Greg J. Homes. The proposed 35 lot subdivision is generally located Southwest of 31st Street and Century Drive. Planning Commission is requested to hold a public hearing and review development plans as well as table action until the September 11, 2023 Planning Commission Meeting. At this time, additional information must be submitted by the developer to complete the review of civil plans for stormwater treatment. Staff cannot provide a recommendation for approval until plans are submitted and reviewed. Hinzman shared the development history of the area, indicating this same request was approved by the City in 2017. Approvals from 2017 are null and void due to failure of the developer to record the plat within the one-year sunset clause requirement that expired in February, 2018. Chair Messina opened the public hearing at: 7:23 PM Gabrielle and Rene Wegner, 734 South Oaks Drive, expressed concern for increased traffic, safety concerns for children, an increased number of homes with smaller lot sizes, snow fall and removal, as well as current vegetation in the area. Abram Whitebird, 765 31st Street West, expressed concerns of current ponding issues during winter months. Erica Wood, 3500 Century Drive, expressed concerns for the increased number of homes, water ponding concerns, and impact on current vegetation. Greg Jablonski, responded to concerns expressed by residents and shared additional details of the development. Chair Messina closed the public hearing at: 7:39 PM and invited Commissioners to ask questions or offer comments. Commission discussion on narrow roadways, lack of pedestrian sidewalks, and snow removal concerns. Commissioners discussed the ownership of Outlot D within the plan and current vegetation plans. Hinzman indicated that Outlot D would be owned and maintained by the City, including the site plan will show the vegetation plan as a whole. Commissioners expressed concerns regarding pedestrian safety throughout the area. Hinzman shared there are two things that regulate sidewalk improvements, one being the subdivision ordinance and the other being the People Movement Plan. Commissioners expressed the need to see the final plan. Hinzman indicated the Commission can provide suggestions to the developer for consideration in the final plan. Hinzman shared history of the South Oaks development. Commissioner LeBrun motioned to continue the public hearing to the September 11, 2023 Planning Commission meeting, also tabling action until the September 11th meeting, seconded by Commissioner Peters. Ayes: Commissioners Messina, LeBrun, Peters, and Teiken. Nays: None Absent: Halberg, McGrath OTHER ACTIONS 5. Other Business Hinzman provided a summary of recent City Council actions and future items for the Planning Commission’s review. 6. Adjourn Commissioner Teiken motioned to adjourn the meeting at 8:02 PM. Seconded by Commissioner LeBrun. Vote: Ayes 4; Nays: 0. Motion approved as presented.
