HomeMy WebLinkAbout2 - MinutesHastings Planning Commission October 23, 2023 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, October 23, 2023 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Halberg, LeBrun, and Peters Planning Commissioners Absent: McGrath, Teiken Staff Present: City Planner Justin Fortney 2. Approval of Minutes – October 9, 2023 - Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes approved as presented. PUBLIC HEARINGS 3. Gregg Lowe – Special Use Permit and Site Plan #2023-40 – Auto Repair in the I-1 Zoning District and Construction of Building – 3000 Lightbourn Court Planner Fortney provided a summary of the request to hold a public hearing to consider the construction and operation of an auto repair service business with a Special Use Permit at 3000 Lightbourn Court. Fortney reviewed the proposed structure and site photos. He indicated the currently vacant 1-acre lot is owned by HEDRA (Hastings Economic Development and Redevelopment Authority). The applicant and HEDRA have an agreement for the sale of land for the proposed use. Fortney reviewed the properties surrounding the site and provided a summary of the staff recommended conditions for approval. Chair Messina opened the public hearing at: 7:09 p.m. Chair Messina closed the public hearing at: 7:09 p.m. No Commission discussion. Commissioner Peters motioned to approve the Special Use Permit and Site Plan request as presented, seconded by Commissioner LeBrun. Ayes: Commissioners Messina, Halberg, LeBrun, and Peters Nays: None Abstain: None Absent: McGrath, Teiken 4. BMMK, LLC – Special Use Permit – Retail and Service in the I-1 Zoning District – 1945 31st Street East Planner Fortney provided a summary of the request to hold a public hearing to consider the request for BMMK, LLC for a Special Use Permit to operate a tax and financial service business at 1945 31st Street E. The 1-acre site consists of a 5,100 square foot building formerly used as a dental laboratory office developed in 2009. Fortney reviewed the properties surrounding the site sharing notification was provided to property owners within 350-feet of the property and no comments have been received. Fortney shared staff recommendation for approval of the request. Chair Messina opened the public hearing at: 7:12 p.m. Chair Messina closed the public hearing at: 7:12 p.m. No Commission discussion. Commissioner Halberg motioned to approve the Special Use Permit request as presented, seconded by Commissioner LeBrun. Ayes: Commissioners Messina, Halberg, LeBrun, and Peters. Nays: None Abstain: None Absent: McGrath, Teiken. OTHER ACTIONS 5. Other Business Fortney provided a summary of recent City Council actions and future items for the Planning Commission’s review. 6. Adjourn Commissioner Peters motioned to adjourn the meeting at 7:14 PM. Seconded by Commissioner Halberg. Vote: Ayes 4; Nays: 0. Motion approved as presented.
