Minutes of the Meeting of March 19, 2024
Held at 7:00 p.m. at City Hall, Volunteer Room
I. Call to Order and Quorum Youngren, McCoy, Bremer, Simacek, Toppin, Smith, and
Peterson.
Absent: Borchardt and Alitz Edell
Staff: Fortney
Councilmember: Pemble
II. Minutes:
A. January 16, 2024 Approved by Chair Toppin
III. Certificate of Approval Review
A. 221 2nd Street E — Extend Railings
Fortney presented the staff report. Chair Toppin said it might be more beneficial to color
the porch curb rather than to extend the railings. Fortney said he would pass along the
suggestion but added that the commission must act on the application based on the Design
Guidelines.
Commissioner Simacek commented that the porch is private and not heavily utilized.
Commissioner Youngren said the owner has placed many large planters in the porch to
hinder skateboarders.
Motion by Commissioner Simacek to approve the request as proposed, seconded by
Commissioner Peterson. Approved 7-0
IV. OHDS — Original Hastings Design Standards Review
V. Business and Information
A. Preservation Awards Committee
Fortney and Chair Toppin provided some background information on the Preservation
Awards. Fortney said they are typically presented at the second City Council meeting in
May, which is the 20th. He added that May is Historic Preservation Month.
The commissioners discussed the past criteria and categories used for the awards. They
also discussed moving the century home plaque contest earlier so the winner will have
more preparation time to attend the City Council award presentation if they wish.
Commissioners Toppin, Peterson, and Bremer were interested in serving on a committee
to make recommendations. Commissioner Youngren said he is willing to take
photographs of the recipients.
B. Chair Toppin said she will be out of town for the April 16, 2024 HPC meeting.
VI. Adjourn
Motion by Commissioner Smith to adjourn at 7:23 pm, seconded by
Commissioner McCoy. Approved 7-0
