HomeMy WebLinkAbout2 - MinutesHastings Planning Commission April 22, 2024 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, April 22, 2024 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Halberg, LeBrun, Swedin, and Teiken. Planning Commissioners Absent: McGrath and Peters Staff Present: Community Development Director John Hinzman 2. Approval of Minutes – March 11, 2024 - Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes were approved as presented. PUBLIC HEARINGS 3. Hamzin Sumrin – Special Use Permit – Cannabis Retail Sales – H Tobacco – 1310 Vermillion Street Hinzman provided a summary of the request for a Special Use Permit for Cannabis Retail Sales for H Tobacco at 1310 Vermillion Street with an amendment to the conditions to require Mr. Sumrin to acquire sign permit licensure for existing signs erected without proper permits. Hinzman indicated this application is the first Cannabis Retail Sales application to be considered. Hinzman shared the license application has already been considered and approved by City Council and that the Special Use Permit was not included in the original request. Hinzman ensured future requests will go through proper approvals prior to issuance. Chair Messina opened the public hearing at: 7:07 p.m. Chair Messina closed the public hearing at: 7:07 p.m. Commissioners asked questions regarding the special use permitting process if the permit is issued to the property or the business. Hinzman indicated the permit is issued to the property, explaining that any new permits and licenses would need to be applied in the event ownership changes. Commissioner Teiken motioned to approve the Special Use Permit, seconded by Commissioner Halberg. Ayes: Commissioners Messina, Halberg, LeBrun, Swedin, and Teiken. Nays: None Abstain: None Absent: McGrath and Peters. OTHER ACTIONS 4. Other Business Hinzman provided a summary of recent City Council actions and future items for the Planning Commission’s review. 5. Adjourn Commissioner Swedin motioned to adjourn the meeting at 7:11 PM. Seconded by Commissioner Teiken. Vote: Ayes 5; Nays: 0. Motion approved as presented.
