HomeMy WebLinkAbout2 - MinutesHastings Planning Commission June 24, 2024 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, June 24, 2024 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Peters, LeBrun, and McGrath Planning Commissioners Absent: Halberg, Teiken, and Swedin Staff Present: Community Development Director John Hinzman Community Development Intern Lindsey Duggan 2. Approval of Minutes – June 10, 2024 - Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes were approved as presented. PUBLIC HEARINGS 3. Coborn’s Inc – Special Use Permit #2024-26 – Cannabis Sales – 225 33rd St W. Duggan provided a summary of the request for a Special Use Permit to allow Cannabis Retail Sales at Coborn’s Inc at 225 33rd St W. Within Hastings zoning code it shows that with a Special Use Permit, in districts zoned C-3 and C-4, it can be approved, but they also must obtain a business license, which is required through City Code Chapter 117. Duggan states that at this time, Coborn’s has not had their security plan approved as the store has not contacted us to inspect the premise. Coborn’s is still waiting on installation of the proper storage solution for the products. If the inspection has been conducted the City Council may review the request on July 1st or if we are still waiting it will be pushed to another meeting. Duggan continues by explaining the performance standards and important prohibited acts when cannabis is involved. Chair Messina opened the public hearing at: 7:04 p.m. Chair Messina closed the public hearing at: 7:04 p.m. Commissioner McGrath asks if there are any concerns we have with the security plan not being completed yet and what is the delay. Duggan explains that Coborn’s is waiting on the proper storage before conducting the security plan. Hinzman follows up by explaining that it isn’t unusual to not have the plan yet, but it will need to be in place prior to sale. Commissioner Peter’s motioned to approve the Special Use Permit subject to the requirements listed as well as the pending security plan, seconded by commissioner LeBrun. Ayes: Commissioners Messina, Peters, LeBrun, and McGrath Nays: None Abstain: None Absent: Halberg, Teiken, and Swedin OTHER ACTIONS 4. Other Business Hinzman provided a summary of past City Council actions and future items for the Planning Commission’s review. 5. Adjourn Commissioner LeBrun motioned to adjourn the meeting at 7:08 PM. Seconded by Commissioner McGrath. Vote: Ayes 4; Nays: 0. Motion approved as presented.
