Public Safety Advisory Commission Meeting Minutes
Present: Commissioners: Melissa Blackstad, Andrew Caflisch, Gary Stevens, John Gunter,
Theresa Auge`, and Steve Anderson
City Staff: Police Chief Dave Wilske
Chair Augé called the meeting to order at 6:30 pm.
Welcome/Introductions:
The Agenda was amended to include; Review of Summer Events, Bike Lanes, Camera Registry and
Flooding.
A motion made by Commissioner Anderson and seconded by Commissioner Stevens to approve the
amended agenda. Motion passed unanimously.
A motion made by Commissioner Gunter and seconded by Commissioner Caflisch to approve the
May 2024 meeting minutes. Motion passed unanimously.
Police Update:
• Staffing Update: 1 conditional offer was extended to a full-time officer with experience. Another
police officer candidate who has finished school, and upon successfully passing the POST testing
has been given an offer of employment. With these two candidates, if all are accepted this will
put the PD at full staff.
• A CSO candidate has been given a conditional offer.
• Coffee with a cop was poorly attended. There was good conversation with those that attended.
• The Pride parade had no issues.
• Six (6) Officers attended Officer Mitchell’s funeral.
• The Torch Run for the Special Olympics went well, despite the tough winds. Hasting had the best
presence at the event. The PD Reserve provided great support.
Fire Update:
• No staff available for an update.
Old Business:
• National Night Out. The punch list reviewed. This will be finalized at the July meeting.
New Business:
• Flooding. A discussion on the steps the city takes for the probable flooding was discussed. A no
wake zone along the river was established.
• Bike Lanes and Bike Safety. Questions and concerns were discussed regarding 2-wheel bikes,
especially electric bikes. This topic will be added to old business at our July meeting to allow city
staff to make some inquiries.
• Camera Registry: Cottage Grove recently began a citizen registry. Before Hastings can commit to
such a project training and or hiring a technology mapping individual would need to occur.
• 4th of July parade The PSAC is welcome to walk with PD and Fire.
• City Sirens: Chief gave an update that the sirens are going well.

July 18 at 6:30pm at City Hall

A motion was made by Commissioner Anderson and seconded by Commissioner Stevens. The meeting
was adjourned at 7:25 pm.
