City Council Meeting Minutes
July 15, 2024
The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, July 15, 2024 at
7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota.
Members Present: Mayor Fasbender, Councilmembers Fox, Haus, Lawrence, Leifeld, Pemble, and
Vihrachoff
Members Absent: None

Approval of Minutes
Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council
regular meeting on July 1, 2024.
Minutes were approved as presented.
Consent Agenda
Councilmember Pemble motioned to approve the Consent Agenda removing item #12 and placing in
Reports from City Staff: Administration, seconded by Councilmember Fox.

13. 2024 Budget Amendment (2023 Carry Forwards)
Resolution No. 07-10-24: Site Plan – Trucking Facility – Richard Beskau (601 31st Street E)
Hinzman provided an overview of the request by Richard Beskau with Rio Gran Express LLC for site
plan approval at 601 31st Street E. The use of the site is for a second location for their business at 12260 Margo
Ave South. This site will feature a building to house their semi-trucks indoors, additional indoor parking spots
for rent, a designated area for light maintenance work on their own semi-trucks, outdoor parking for semi-
trailers, and an office to manage operational tasks. Hinzman reviewed Planning Commission discussion and
shared the Commissioner’s support of the proposal.
Council discussion on impact on nearby zoning that is medium density residential. The use of
landscaping will shield the view of the outdoor parking. Council expressed appreciation to the applicant for
expanding their business to the industrial park.
Councilmember Fox motioned to approve as presented, seconded by Councilmember Haus.

Resolution No. 07-11-24: Special Use Permit – Cannabis Sales – Coborn’s (225 33rd Street W)
Duggan provided a summary of the request for a Special Use Permit to allow Cannabis Retail Sales at
Coborn’s Liquor Store at 225 33rd Street W. The Zoning Code outlines performance standards and prohibited
acts pertaining to Cannabis. Duggan provided a summary of the Planning Commission review and shared
Special Use Permit approvals require six of seven Councilmembers.
Council reminder that retail operations are not yet allowed unless the business has obtained a Special
Use Permit and a license to sell low potency (0.3% or less) THC. Council provided clarification of the
anticipated State licensing process that will impact local businesses and municipality regulation.
Councilmember Fox motioned to approve as presented, seconded by Councilmember Haus.

Resolution No. 07-09-24: Approve New Cannabis Retail Sales License for Coborn’s Liquor Store
Murtaugh reviewed the application for a new Cannabis Retail Sales License for Coborn’s, Inc. The
license would allow for the sale of adult-use cannabis products containing 0.3% or less of THC. Coborn’s has
met all the requirements to be issued the license.
No Council discussion.
Councilmember Haus motioned to approve as amended, seconded by Councilmember Leifeld.
