HomeMy WebLinkAbout2 - MinutesHastings Planning Commission July 8, 2024 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, July 8, 2024 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Halberg, Teiken, Swedin, LeBrun, Peters Planning Commissioners Absent: Messina, McGrath Staff Present: City Planner Justin Fortney 2. Approval of Minutes – June 24, 2024 - Regular Meeting Vice chair Halberg asked if there were any additions or corrections to the minutes. Minutes were approved as presented. PUBLIC HEARINGS OTHER ACTIONS 3. Richard Beskau (Rio Gran Trucking) – Site Plan #2024 -14 – Trucking Facility – 601 31st St E Fortney provided background information on this property and discusses how it is a second location to Rio Gran Trucking located at 12260 Margo Ave S. He explains what the site’s purpose is. The area is zoned as industrial and is surrounded by light industrial and apartments. He states the condition of the area, as well as setbacks in the industrial district and they are adequate if the building is centered on the site. Fortney continues by explaining that the architectural standards are met and discusses materials that will be used on the structure. The zoning ordinance states that based on the lot size and amount of pavement that will be used there is a certain number of trees and shrubs required. A photometric plan was reviewed and determined as acceptable, and the number of designated parking spaces are explained. Fortney describes the details of how the site is designed and how it is made for maximum maneuvering for semi-trucks. Commissioner Teiken questions if the storm water depression is on this property or the neighbor’s property and what are they doing with it. Fortney explains it is the neighbors and explains the drainage pathways of this site. Commissioner Teiken questions the amount of fuel on their property. Fortney assures him that it is allowed. Vice Chair commissioner Halberg questions if there will be a garage door where it shows all metal siding. Fortney responds by saying the site plan shows a garage door. Commissioner Swedin motions to approve the application with the recommended actions as conditions, seconded by commissioner LeBrun. Ayes: Commissioners Halberg, LeBrun, Swedin, Peters, Teiken Nays: None Abstain: None Absent: McGrath, Messina 4. Other Business Fortney provided a summary of past City Council actions and future items for the Planning Commission’s review. 5. Adjourn Commissioner Teiken motioned to adjourn the meeting at 7:10 PM. Seconded by Commissioner Swedin. Vote: Ayes 5; Nays: 0. Motion approved as presented.
