Minutes of the Meeting of November 20, 2001
I. Quorum: Commissioners Boler, Sovik Siemens, Goderstad, Craft, Langenfeld, Simacek and
Thorsen present. Meeting called to order by Chairman Thorsen at 7 p.m.
II. Minutes of October 16 and November 12, 2001: Motion by Goderstad, second by
Langenfeld to approve as printed; motion carried.
III. Review of building permits or design proposals
513 Vermillion. Marry & Coleen Truax. The Truax family requested approval to
replace existing siding with Hardiplank, to remove existing porch posts and barrier and replace
with 19* Century turned porch railings and posts and to extend porch around to side. Committee
of Boler, Langenfeld, Craft and Sovik-Siemens visited the site and recommended saving the
existing siding, replacing as needed with wood, and recommended approval for a wraparound
porch.
Motion by Sovik-Siemens and second by Langenfeld to approve the recommendations,
with a requirement that the porch design be provided before construction; motion carried.
IV. Unfinished business
121 E Second., Steve Johnson. Mr. Johnson objected to the HPC request to purchase
new top sashes with a curved top rail because it would cost another $7,000 to replace the top sash
he had purchased..He provided examples of other downtown buildings that had square top
sashes, and offered to add a decorative cartoucbe to the window flame in lieu of the curved top.
Motion by Craft and second by Goderstad to approve Mr. Johnsons' proposal subject to
HPC review of one completed example; motion carried; six ayes, one nay.
V. New business
CLG Grant guidelines project. Requests were sent to 13 consulting firms. Two
proposals were received on the date advertised, Landscape Research and Hess Roise. The
persons doing the work for both meet the Federal requirements. Both propose fees not to exceed
the amount budgeted for consulting services; $17,000. An additional $3,000 in city funds are set
aside for printing. Resumes and work examples were considered. Both firms had strong points,
although Landscape Research has done more of this specific type of work.
Motion by Boler, second by Sovik-Siemens to recommend Landscape Research to City
Council for the contract. Motion carried.
VI. Reports
A. LeDuc House process. MHS will ask legislature for $1,000,000 in bond funds to
bring the house up to code condition which the city/county expect before the will accept the
property. House and Senate committees for bond projects have visited the house.
B. Pioneer Room staff. Funds for part-time staffperson for the Pioneer room are still in
the budget
C. Plaques for designated properties, Mark Simacek is working on manufacturing
wooden plaques locally.
