Minutes of the Special Meeting of November 12, 2001
Quorum: Thorsen, Boler, Sovik-Siemens, Simacek, Cratt, Langenfeld. Chairman Thorsen
called the meeting to order at 7 p.m.
121 East Second Street. Steve Johnson. Window replacement.
Replacement windows were delivered that were not what the HPC had approved on October 16.
The were double hung plus a single sash on top making for three horizontal divisions, not two.
The top rail was flat. There were no mullions. Mr. Johnson asked the HPC to consider
approving the replacements given that the apartments and offices were built to fit the existing
window dimensions with window frames and wall treatments around the smaller window sizes
caused by dropped ceilings and raised sills.
The HPC visited to see the replacement windows and the inside of the building. Although the
design guidelines call for replacement windows to be similar to the original windows, the HPC
discussed making an exception. The changes listed below were proposed as conditions for an
exception, allowing an alternative to the original window design based on findings that the
existing interior walls, ceilings and millwork would require extensive remodeling for all
windows, that the replacements do not destroy original material, that these windows can be
removed in future, and that the essential form of the structure is not impaired (ordinance
criteria).
1. Use the new double-hung windows and add a single vertical mullion to each sash, on the
outside oftbe glass, as shown. Use the Finch building windows as an example for dimensions of
a mullion.
2. Top sashes (fixed, frosted glass) altered to have a curved top rail and a vertical mullion on the
outside of the glass. The curve will match the curve of the masonry lintel. If the original
window frame has been removed, a new curved frame piece to be fabricated and installed.
Motion by Warg, second by Craft to approve use of the replacement windows now on hand with
the changes described above as conditions; motion carded, 5-0 (Langenfeld had to leave early).
The meeting was adjourned; motion by Simacek and a second by Craft.
