Minutes of the Meeting of May 15, 2001
I. Quorum: Commissioners Thorsen, Langenfeld, Sovik-Siemens, Boler, Simacek, Craft, and
Goderstad present. Smith and Warg absent.
Il. Presentation of 2001 Historic Preservation Awards. Most of those persons nominated at
the May 1 st meeting received their award plaques in person.
III. Minutes of April 17 and May 1, 2001.: Motion by Simacek, second by Goderstad to
approve both; motion carded.
IV. Review of design proposals. Motion by Goderstad, second by Langenfeld to call a special
meeting and order a public hearing for June 6, 2001; motion carried
1. David Storholm, 401 W 2nd, - application to reside with vinyl. Decision deferred until public
hearing. Applicant not present, but did meet with commissions when they visited site.
2. Eileen Schommer, 314-316 E 7th - application to install patio door and deck. Motion by
Thorsen, second by Langenfeld to approve application and release permit with conditions - (a)
keep the window frame on top and extend down the sides to deck, (b) modify the deck rail to a
more traditional design - based on these findings: (a) the location of the proposed patio door is
halfway down the side of the house and behind a bay window which will screen it from the
street; (b) the area to be removed for the door is now a window minimizing the amount of
original material and design removed; (c) most of the window frame can be kept as door flame;
(d) owner assured commission that deck rail design will be compatible. Motion carried.
3. Presbyterian Parish House, 612 Vermillion - review of window replacement and shingle
replacement. Individual National Register property. This project will also be reviewed by State
Historic Preservation Office because federal funds will be used. Motion by Boler, second by
Craft to approve application and release permit for replacement of windows and shingles
provided that SHPO approves the final design of the replacement components; motion carried.
4. Eric Wilson, 214 E 6t~. - application to reside with vinyl. Property is contributing to Old
Hastings District. Owner did not meet commissioners when they visited property. There is no
siding on the back of house where an addition was made in the past. Applicant wants to put
siding on this area, and wants to remove the existing second layer of siding on the fi.om and sides
of the house and also reside these with vinyl. Staffdirected to notify owner that HPC will not
approve an application or release a permit to reside any part of the house with vinyl, but will
approve if Mr. Wilson changes the application and permit to use cement-based siding and only
on the back of the house. Findings: (a) guidelines state that vinyl siding is not appropriate
material for a contributing property in a historic district. (b) the owner did not remove the
second layer of siding so the original could be assessed.
V. Adjournment. Motion by Goderstad, second by Simacek, to adjourn; motion carried.
