Minutes of the Meeting of April 17, 2001
I. Quorum: Boler, Craft, Goderstad, Langenfeld, Sovik-Siemens, Thorsen and Warg present;
Smith, Simacek absent. Chairman Thorsen called the meeting to order at 7 p.n~
II. Minutes of March 20, 2001. Motion by Goderstad, second by Craft to approve as amended
(spelling); motion carried.
IlL Review of building permits or design proposals.
Dave Storholm, 401 W. 2~a. Continued last months' discussion of siding materials. Paint
is coming offthe cedar shake siding. He wants the building to look more historic in a cost-
effective manner by residing with vinyl. His cost estimates are $5,000 to paint, $14,000 for good
vinyl, $29,000 for Hardiplank cement-fiber board and painting, $39,000 for Realock prefinished
wood. Commissioners will visit house before, and then consider his application at next meeting.
Eric Wilson 214 E 6*. Owner proposed to reside house with vinyl. Commissioners will
also visit the house and consider his application at the next meeting.
Joe & Betsy Balsanek, 224 W 7* St. Motion by Bohler, second by Warg to respond to
Balsanek's proposed changes as follows: stained glass windows approved; replacement of front
door with a cherry door not approved because the design and material is from a different
architectural period; replacement offence approved; painting approved; requested documentation
of use of keystones and decorative gingerbread during the period of the house's construction, ca
1916, prior to approval; motion carried.
Flower pots on Second Street. Goderstad moved and Sovik-Siemens seconded approval
o£design and locations contingent on City Council approval; motion carried.
Eileen Schommer. 316 E. 7* St. Fence permit for back yard approved by staffas it had
no impact on the building or appearance fi:om the street.
IV. Unfinished business:
Sign ordinance. Commission reviewed draR of revised ordinance as it pertained to the
Downtown Historic District and considered a request to reconsider hanging signs by Downtown
Beautification Committee. Motion by Goderstad, second by Langenfeld to recommend no change
to the historic district overlay. If hanging signs are approved, the commission recommends the
guidelines adopted at the February meeting, plus a height provision that a hanging sign shall be no
less than 8' or more than 11' above sidewalk; motion carried.
Preservation awards. Commissioners will review nominations and select award winners
at the special meeting on May 1.
V. New business
LeDuc Reuse. Wayne Gannaway reported on actions taken by the Historical Society's
Executive Council. MHS staffto work with city, county and non-profits for six months. Motion
by Langenfeld, second by Cra~ that Dave Warg should continue to represent the HPC at LeDuc
meetings; motion carried.
VI. Staff & Committee Reports.
City Building Code. Langenfeld will be HPC representative on committee.
Conservation area. Sovik-Selmens and Thorsen will meet with Planning Commission.
Stone walls on Vermillion. Commission recommends that HRA assist owners to restore
with original materials because they are inside the Old Hastings District.
Special Meeting. Commissioners called a special siding workshop meeting at 6:30, May
1, 2001.
VI. Adjournment. Motion by Warg, second by Bohler to adjourn; motion carried.
