Quorum: Sovik Siemens, Boler, Goderstad, Craft, Langenfeld, LaBreck, Simacek present. II. Minutes of September 17 and October 15, 2002: Motion by Craft, second by Boler to approve; motion carried. III. Review of building permits or design proposals A. Design 1. discussions with owners 220 E. 7th St. Amy Martin. Discussed replacement or repair of existing asphalt siding. Insurance company requires repair or replacement to continue her policy. Brick pattern rolled siding probably unavailable. Possible solution to take siding fi~om another area of house, such as lower bay window, to repair spots where it is missing. 119 E. 8th St. Patti Blatz.. Discussed window and French door designs. These will be reviewed by commission when owner makes selection. B. Revew 1. 2. 3. staff or committee approval 119 E 8th St. Patti Blatz - replacement of siding and stone retaining wall. 242. W 7th St. Balsanek - replace shingles. 216 E 4th St. Pinc/Studio 61 - sign. C. Applications 119 E. 8th St. Patti Blatz. Motion by Boler, second by Craft to approve repair of structural elements listed; motion carried. 1) tuck point foundation. 2) raise floor and ceiling to original levels. 3) repair joins and footings. 4) replace subflooring. IV. Unfinished business Establish commission rules concerning what can be reviewed by staff, by committee and what by the full commission only, when public notice be mailed automatically. Motion by Goderstad, second by LaBreck to adopt rules as amended and attached; motion carried. V. New business December Meeting. Motion by Simacek, second by Sov'lk-Siemens for staff to cancel if there are no reviews; motion carried. VI. Adjournment. Motion by Goderstad, second by LaBreck to adjourn; motion carried. Rules concerning which applications can be approved by staff, by a committee, or at a special meeting, rather than by the full HPC at the montly meeting. Adopted by vote of the commission on November 19, 2002. Rule 1. The Commission authorizes the appointed HPC Staffto review applications for a Certificate of Approval in the following cases: a. Replacement of roofing with appropriate materials consistent with the guidelines. b. Repair, tuck pointing and replacement of masonry consistent with the guidelines. c. Repair of building components that does not change the material and design. d. Renewing signs and awnings and repainting masonry without change. Rule 2. Commission authorizes the Chair to call a special meeting or appoint a committee of three commissioners to review an application for a Certificate of Approval in the following cases: a. Emergency repair or replacement for health and safety concerns. b. Delaying review until the next HPC meeting would be a serious hardship. Rule 3. Commission authorizes HPC staffto mail meeting notices to property owners within 200 feet of the applicant before the review of an application for a Certificate of Approval in the following cases: a. Proposed new construction ora main or accessory building. b. Addition to or remodeling of major facades of a main building. c. Demolition and/or replacement of a main building.
