Quorum: Goderstad, Sovik-Siemens, Boler, Langenfeld, Warg, Craft, LaBreck, Simacek present; Staff- Grossman. Meeting called to order by Chairman Warg at 7 p.m. lL Minutes of April 16, 2002. Motion by Craft, second by Langenfeld to approve; motion carried. HI. Review of building permits or design proposals A. 213 E. 2'a Street, Tom and Karen Jung. Motion by Langenfeld, second by Goderstad to approve tuckpointing and painting facade, removing and replacing the awning, removing wood panels and repairing or replacing glass in second story windows all as shown in application and supporting materials; motion carried, 8-0. Redesign of sign, or change of window design needs additional review. B. 120 W 7th St., Jim & Mary Conroy Motion by Warg, second by LaBreck to approve reroofing house and garage and adding a 14X24 foot addition to north end of existing garage, with siding, doors and windows as shown in application and supporting materials. Design for an additional window in the gable end to be submitted for review before installation. Motion carried, 5 for, 2 opposed. C. St. Elizabeth Ann Seton School, Modular classroom. The following applicant and neighbors spoke to the Commission: Jeunil~r Raskob, Chair of the School Committee: The new design changes are based on the criteria and guidelines we discussed with the commission. The building is temporary; it will be bought back by the modular company when we are through with it. Steve Wolmering, 712 Ramsey: I like the attempt the school has made to be more residential. I expect all owners in the district will be held to same standards. Amy Martin, 220 E 7~: I know it is difficult, but the design still does not look like the neighborhood. Jennifer Faulkner, 322 E 7~h: DO what is necessary to keep a school; I don't want redevelopment. Pam Thorsen, 620 Ramsey: I'm not sure the design changes are worthwhile, they may make the building less .temporary. Eileen Schommer, 314 E 7~: I have no problem with the new building. Dan Gfiel, 705 Vermillion: The HPC has to consider what the modular building will look like in 20 years. Commission asked clarification of the City's ability to enforce removal at a given time. Staff understands that the ordinances do not authorize ordering the removal ora building except for severe life and safety or code deficiencies. Motion by Boler, second by Sovik-Siemens that the HPC finds the proposed classroom building does have an adverse affect on the Old Hastings Historic District because it does not meet the ordinance criteria and guidelines for new construction in a historic district, as follows. The Building Official will be notified that a permit cannot be issued for the proposed building without HPC or City Council approval. Ordinance 2.18, Subdivision 6, Criteria (a) new construction...should be compatible with the scale, color, texture, materials and other visual qualities of the surrounding buildings and neighborhood. (b) the new building should be compatible with the height, width, depth, massing and setback of the surrounding buildings. Guidelines (100.103 New Construction) General: The objective of the guidelines for new construction is to encourage a high standard of historically compatible new design. New construction should reinforce the historic architectural and visual character of the District; specifically, it should refer to the traditional one and two story dwelling module, and typical setbacks already established in the District. B. Massing Height and Scale. New construction should conform to the massing, volume, height, facade proportions and scale of buildings within view of the site. Guidelines (03.) Additions to principal buildings. A. Massing and Scale. (part) New dwellings and commercial buildings should be compatible with the height of existing adjacent buildings. Commission findings: The proposed classroom is incompatible (or does not fit in visually) with the scale and visual qualities of the surrounding buildings in that it is wider than (60 feet) and lower than (1 story) the surrounding buildings and neighborhood. Most of the surrounding buildings are 1 1/2 to 2 story residences plus a gable roof which increases the height, with a width facing the street between 20 and 40 feet. The former convent is wider but was built after 1940 and do not contribute to the historic character of the district. Motion carried, 8 - 0. D. 705 Vermillion - Dan Griel. Commissioners and Mr. Griel discussed chimney removal or replacement, location of an ADA access ramp to from door, new sign and handicap parking location. Mr. Griel will provide plans to the commission for review. E. Committee reports: 105 E. 2~d St. - Rick and Bonnie Ries. Report by Craft on committee approval of an application for repair and repainting facade, and for replacement of transom glass. 204 E. 2~d St.- David Muller. Report by Boler on committee denial of awning replacement on basis of color and design. The awning was finished and about to be installed but had not been submitted for review. IV. Unfinished business A. Design Guidelines, Carole Zellie. Landscape Research, distributed dralt copies of the new design guidelines. Commissioners discussed ordinance language related to building changes which do not require a building permit. V. Reports The Heritage Festival and Annual Preservation Awards were very successful. Chairwoman Langenfeld was thanked by the Commissioners for her leadership and effort. VI. Adjournment. Motion by Goderstad, second by Cratt; motion carried.
