Minutes of the Meeting of April 16, 2002
I. Quorum: Commissioners Warg, LaBreck, Goderstad, Craft, Boler, Langerffeld. Applicants:
Jackson, Humbert, Campbell, Walker, Koop and Raskob (SEAS), Green; Staff. Grossman
II. Minutes of March 19, 2002: Motion by Goderstad, second by Craft; motion carried.
III. Review of building pemfits or design proposals
A. St. Elizabeth Ann Seton School, Modular classroom. The commission and applicants
discussed design alternatives that could give the classroom building more of a residential
character suitable to the neighborhood. Items discussed:
1. If an addkion was made the school, has to be compatible with the school. A
new, separate building has to be compatible with the historic houses around the
SEAS property.
2. Roof tine: Att houses have gabled roofs: A mansard roof-shaped parapet qn the
building would help give the appearance of a roof on the classroom.
3. Height: two stories is common in the neighborhood; adding a roof would help
add height to the classroom.
4. Mass: Most of the-house walls in the neighborhood are 20 to 30 feet long.
Multiple windows, doors and porches would help break up the 70 foot- Iong walls
of the classroom.
5. Openings: Neighborhood windows are residential, such as double-hung.
Similar windows, the more the better and paired, would be acceptable.
6. Materials. Neiglxborhood siding is clapboard; brick or stucco: One of these
sidings would help make the building compatible.
7. Neighborhood characten Most houses have porches, all have front yards with
grass. Adding these elements would help make the building more compatible.
8. Heating orccroling units should not be mountedr on the o~side walls; hidden
behind the mansard roof or fenced behind the building are preferable.
B. 218 E. Second, Steve Green, Mural on east watt. Green p~esented a variety of designs
illustrative of the artist's work. Motion by Goderstad, second by LaBreck to approve: motion
carried.
C. Parking signs, Downtowrt District: Carried forward to next meeting.
IV. Unfinished business
A. Design Guidelines, Carote Zeilie, Landscape Research: CosLuUissioners and
consultants worked on draft ordinance and guideline principles and language. Making building
pemdt application the sole trigger for review is awkward and limiting. More defa,;tions and a
compliance process are needed. A draR will be prepared by next meeting.
B. Herkage-Day and Preservation Awards: Norrduations will be reviewed and a
selection made by the committee, Sovik-Siemeus, Boler and Langenfeld, the Chair. They will be
presented at the Council meeting of May 6. Heritage Day is May I 1m. There will be a house
tour and events at the City Hall.
V. Reports
A. LeDuc House. tn general, the city is expected to take ownership ii'MI-IS can improve
the house for museum use, with Dakota County Historical Society providing interpretation; all
dependem on funding from the state bonding bill
B. Pioneer Room. The pm-time position will be advertised for applications.
C. Plaques. Motion by Boter, second by LaBreck to order 50 plaques and offer them to
property owners; motion carried.
