Minutes of the Meeting of June 17, 2003
I. Quorum: Commissioners Craft, Goderstad, Boler, Sovik-Siemens, Hellie, LaBreck and
Martin present. Staff.' Grossman. Interested persons: Patrick Mancino, Denise Dawson, Carrie
Vaitakis and Bill Boler. Meeting called to order by Chairperson Boler.
II. Minutes of May 20, 2002: Motion by Goderstad, second by Craft to approve, 7-0.
IlL Review of building permits or design proposals
101 E. 4th Street. City Hall. Consider roofing material. Motion by Craft, second by Martin to
approve zinc-tin coated copper as provided by the architect, SLL - Leo Daly; motion carried 7 -
0. As the design had been approved at the May 20 meeting, staffwiLl complete the Certificate of
Approval. A letter of approval from the SHPO is expected and will be attached.
IV. Business
502 W. 7t~ Street. Patrick and Susan Mancino. Consider a recommendation to Council to
designated the property as a Heritage Preservation Site. The owners of the nominated property,
and neighboring owners were notified by mail that the action is on the agenda and they will have
an opportunity to be heard.
a. Staffpresentation. Mr. Grossman summarized (1) the nomination form with its statements
of historic and architectural significance, (2) that the Planning Commission and the City
Council approved the Mancinos' request for a variance thereby releasing the building
permit to build an addition to the back of the house, (3) the Planning Commissions
recommendation against designation of the property, (4) a letter from Mr. Hertogs,
representing the Mancinos, stating their opposition to the designation, (5) the ordinance
requirements for a recommendation to Council.
b. Comment by owners and public. Denise Dawson, 422 W. 7th welcomed the Mancinos,
remembered her former neighbor and owner of the property, Ms. Ruth Morton, and said
she wished that the house would be designated. Carrie Valtakis, 416 W. 7th said that the
house is Ms. Morton's legacy as she took the best care o£it she could, and wished that the
HPC would recommend it as a historic site. Bill Boler, 402 W 7th, encouraged the HPC to
continue with the designation as the house fits the character of the neighborhood as it
stands now. The owner, Mr. Mancino, declined to comment.
e. Commissioners questions and comments. Ms. Craft was not sure the HPC should proceed
because of the owner's opposition and the Council's action in approving the variance.
Ms. Siemens said it was the HPC's role to nominate properties, even if the Council did not
designate all those nominated. Mr. LaBreck noted the neighbors present wanted the
designation. Mr. Goderstad said the house deserves designation on its merits, even if the
new addition was vinyl sided. Ms. Martin suggested that the HPC hold action until seeing
the SHPO comment, which has not yet been received. The comment is expected before
the Public Hearing on July 7.
Motion by Martin to table the nomination to the next meeting for SHPO comment; second
by Cralt; 3 ayes, 4 nays; motion not carried.
Motion by Goderstad, second by LaBreck to recommend designation to Council with the
following findings:
The Commission finds that 502 W. 7th Street possess local historic significance due in
particular to a resident, Professor John Lewis, City and State Superintendent of Schools,
and local architectural significance as an example of Gothic revival and stick
style on a vernacular home as described and shown in the nomination; and the Commission
also finds that the following conditions are met:
· That the location and setting is compatible with future preservation and use.
· That the physical condition is such that preservation, maintenance or adaptive use is
economically feasible.
· That the distinguishing characteristics of significance are for the most part original and
intact or capable of restoration.
· That the existing or proposed use is compatible with the preservation and maintenance
of the site.
The vote was 5 ayes, 2 nays; motion carried. Staffwill present the nomination to Council
at the Public Hearing on July 7, with the HPC's recommendation to designate.
V. Information
307 W. 7th Street - Chuck and Patty Rich request HPC to consideration roof modification.
Chairperson Boler appointed a committee, Craig, Siemens and Hellie, to meet with the Richs at
the property and report to the HPC. A special meeting will be called if necessary.
VI. Adjournment. Motion by LaBreck, second by Goderstad to adjourn; motion carried.
