Minutes of the Meeting of May 20, 2003
I. Quorum: Commissioners Goderstad, Craft, Martin, Warg, Simacek, Boler, Hellie and Sovik-
Siemens present. Staf~ Grossman. Guests: Pat and Sam Mancino, Steven and Joyce Hale.
Meeting called to order at 7 p.m.
II. Minutes of April 15, 2002. Motion by Craft, second by Goderstad to approve; motion
carried.
IlL Review of building permits or design proposals
300 W. 7tl~ Street. Steven & Joyce Hale. Repair porch. The proposed work involves replacing
some of the wood without changing the design: fascia, soffit, screens, screen door, screen
supports and one column. The size of the screen supports (cross pieces) wotfld increase fi.om 2 X
2" to 2 X 6" but the dimension facing the street would remain 2" as it is now. A screen door
design was provided. This proposal does not include changes or repairs to the masonry part of
the porch. The existing porch is probably not original to the house (1860s), but its simplicity is
not incompatible with the original house. Motion by Craft, second by Boler to approve proposed
work on grounds that selected replacement of materials without changing the design, and with the
same material if possible is recommended by the guidelines and Secretary's Standards; motion
carried, 8-0.
118 E. 2~ Street. James & Tracy Murray. Projecting sign. The proposed design meets the
criteria of the Sign Ordinance for projecting signs in the downtown overlay district. Motion by
Boler, second by Goderstad to approve the design; motion carried, 8-0.
101 E. 4th Street. City Hall. Replacing metal roofing. Plans and material samples were
provided by the City's architect, SLL-Leo Daly. The plans were also provided to SHPO for their
review because this is a National Register property. Mr. Nelson (SHPO architect) thought that
the tin-zinc/stainless steel material would be acceptable. A written response may take a month,
but we can expect approval..
With the tin-zinc stainless steel material, the spacing of the standing seams can be the same as it is,
16". The appearance of the metal roof would not change although the color will darken over
time. The dome and towers are not included in this work.
The design and specifications are being prepared prior to the City advertising for bids. HPC
review and approval for a building permit is necessary, so this is good timing. A motion to
approve, subject to SHPO review, would allow the spec and bid process to go forward. The
building permit will still be reviewed as usual.
Motion by Boler, second by Craft to approve the design, and to ask for more research on the
material, i.e. is a tin-zinc coated copper material available. Motion carried, 8-0.
IV. Business
Nomination form for 502 W. 7th Street, owned by Maxine Clapp.
The nomination form, maps and photographs, prepared by Ms. Boler, was sent to the
Commissioners and the property owner. The Commission reviewed the statement of significance
and description of the property and the ordinance requirements for designation.
Patrick Mancino provided the Commissioners a letter from Maxine Clapp, the property owner,
stating that she objected to the property being considered for designation. Mr. Mancino indicated
he expects to purchase the house and opposes designation. He has plans to remodel the house and
does not want to be subject to design review. Chairman Warg explained that at this meeting the
Commission is considering whether to start a process that concludes with a public hearing before
the Council takes action, and that public comment will also be considered at the next HPC
meeting when they consider a recommendation to Council. The owner's wishes will be
considered at these meetings, but the owner's consent is not a necessary condition for
designation.
Motion by Martin, second by Sovik-Siemens that the property appears to posses sufficient local
significance to initiate the nomination process for designation as an heritage preservation site by
asking the Council to order a public hearing for July 7, by submitting the nomination to the SHPO
for comment, by submitted the nomination to the Planning Commission for comment, and by
notifying the owner and area owners of the HPC meeting on June 17th for considering a
recommendation to Council; motion carried, 8-0.
V. Adjournment. Motion by Craft, second by Goderstad to adjourn; motion carried.
