Quorum: Commissioners Boler, Sovik-Siemens, Goderstad, Crag, LaBreck, Simacek and Martin present. Meeting called to order by VC Boler at 7 p.m. II. Minutes of February 18, 2002: Motion by Craft, second by Sovik-Siemens to approve; motion carried. III. Review of building permits or design proposals 220 E. 7th St. Martin. Siding removal. In order to infdl spaces in the asphalt "brick" siding, the applicant proposed to remove matching siding below a bay window and then to repair and repaint the wood work below the bay window revealed by the removal. The asphalt siding covers the original clapboard siding. Motion by Craft, second by Simacek to approve Certificate in that the change reveals and restores original material and design; motion carried, Martin abstained fi:om discussion and voting. 216 E. 2nd St. Craft.. Sign design. Applicant providing illustrations of an antique sign and bracket. Motion by Sovik-Siemens and second by Goderstad to approve Certificate in that the submitted design meets the downtown sign ordinance provisions for projecting signs; motion carried, Craft abstained fi:om discussion and voting. 118 E 2nd St. Murray. Tin ceiling. Applicant removed existing tin ceiling in order to install sheet rock on ceiling as required by building code for separation of commercial and residential uses. Applicant was not told by the Building Department that they needed HPC approval before a building permit would be issued. The applicant started removing the tin ceiling before picking up a permit for sheet rock. The Murrays are new owners and the annual mailing to owners had not gone out when they started work. Motion by Goderstad, second by Craft to approve a Certificate in that the ceiling was already down and the applicant proposed to replace it; motion carried. 625 W 3~ St. Peterson. Air conditioner compressor. Applicant proposed a location for new compressor. Motion by Goderstad, second by Sovik-Siemens to approve Certificate in that the location on the side of the house behind a picket fence was not visible from the street; motion carried. IV. Business A. Planning for 2003 activities. A list of nominated properties for annual preservation awards will be presented at the April meeting for selection. Presentation will be made a second Council meeting in May. A workshop to prove property owners covering the guidelines and loan orograms w~ be olanned for after th/s year. B. Original Town Plan and Design Guidelines prepared by HRA. Stafftook comments and recommendations fi'om commissioners for review and inclusion in the revised plan. V. Reports LeDuc House process update. City Council will meet March 24t~ to consider and decide on signing agreements with the Minnesota Historical Society and Dakota County Historical Society to accept ownership of the house al~er the repair and code work is complete. VI. Adjournment. Motion by Goderstad, second by LaBreck to adjourn.
