Approved March meeting minutes. Motion. by Rohloff. Seconded by Vaughan. Passed unanimously.
Setting Agenda: Add Hub's Landing, Dog Waste, and Dakota, Electric Substation under New Business. Add
Mississippi Boat Dock under Old Business. Motion to approve revised agenda by Schommer. Seconded by
Nelson. Passed unanimously. .

Department updates will be emailed to NRRC. Bernstein mentioned that we have lots of new things offered this
year in terms of recreation. The arena floor project is well undelWay. Ann Grot john from Youth First will be at
the Hastings YMCA Healthy Kids Fair to represent the department Staff is working to get recycling containers
and a good collection routine added to Vets and our picnic shelters this year. The cormnissioners were given
copies of new department brochures & flyers. Bernstein also mentioned that three ribbon cutting ceremonies
will take place this summer for the new Public boat dock, the new Mississippi overlook, and the Lake Isabel
Improvements.

Mississippi Boat dock - The dock arrived this week and Portable Barge will have it installed by Thursday. One
float was not shipped and the dock is currently a little tilted. However, this will be fixed shortly. A rules sign
will be installed at the dock. There is no fishing or swimming, among other things. There will be protective
pilings installed in case there is a runaway barge. In the past years, we haven't seen a barge hit this particular
area, but the area will have some protection just in case.

.Skateboard Park - Bernstein received a letter from the YMCA asking Hastings to consider donating the
skateboard equipment to the St. Croix Valley YMCA in Hudson. Miller asked if we are sure that we won't be
using it ourselves yet. Nelson asked how much the original equipment cost and also if the equipment is
deteriorating at all. Bernstein replied that the equipment cost about $40,000-$50,000 and that it .is being stored
currently with no real harm being done to it Bernstein also added that this equipment was offered to be placed
the Hastings YMCA, but that the YMCA felt there wasn't really a good location for it there. Staff is still
looking into ideas from the Skate Park Commit.tee that weren't explored for pla.cing the park"in Hastings

least try to sell the equipment if it is going to leave Hastings. A lot of taxpayer money was spent. Schommer
-.. agreed, stating that although he understands why the YMCA would ask, he feels the equipment should stay in
Hastings or else be sold to recoup some of the money. Miller agreed that if the location was closer and Hastings
'. residents could use the equipment, that would be different. Schommer also said that we.would welcome the
YMCA's partnership to resurrect the skate park in Hastings ifpossible. Nelson asked how long the equipment
has been stored? Bernstein replied that it has been less than two years. The equipment is stored in an open air
enclosure and is exposed to the elements, but it was designed to withstand the elements and is in good shape.
MOTION - Vaughan motioned to reject the request from the YMCA at this time. Seconded by Schommer.
Passed unanimously.

WHEP Presentation by Joe Beattie, Phil Vieth, and Brian Huberty. The Wetland Health Evaluation Project
originated in Dakota County and is also in Hennepin County, with quite a ft?w cities involved. )V etlands are
compared with other areas and the health of each is evaluated. The City of Hastings Coordinator is currently
Kevin Smith. Our team leader is Joe Beattie. There is citizen involvement with residents of Hastings area being
involved with data collection and education. The NRRC is the ann of the government that allows WHEP to
operate and get funding. Miller wondered if these presentations are done in the schools. Some of Beattie's
students actually participate in the program and do it during the school year. Vaughan asked if the public is ever
invited to watch. The pu~lic is always welcome - WHEP had a booth at the Hastings, READS Environmental
Fair in February to educate the public. Smith mentioned that people often stop and ask what the team is doing
while they are working. Vaughan commented that if developments could incorporate natural landscaping
around ponds, it would help keep the ponds healthier. Smith mentioned that the City has changed what is
specified in terms of which wetland plants should be planted around the wetland ponds. There is more that
could be done too. Vaughan mentioned that it would be a good idea to use the data that WHEP is collecting to
educate the public. This would validate the volunteer's time as well. Maybe something could be done at
association meetings, for example. Rivertown Days would be a great opportunity to educate people. Possibly a
press release could be issued in conjunction with Rivertown Days stating that WHEP will have people by Lake
Rebecca explaining the program, demonstrating, etc. Bernstein stated that the Parks & Recreation Department
will have a b09th at Rivertown Days this year. WHEP could join us if they would like. Also, WHEP'will be
doing a macro invertebrate study in June - maybe the NRRC could be invited to join the data collection?
Thank you to WHEP for the presentation! The NRRC feels that they need to encourage this program to
continue.
8) Dog Waste - Bernstein received an email from a resident who frequently uses our city trails. She is very
concerned about the dog waste that is being left on the trails and collects over the winter. The resident offered
some suggestions as to the solution. Bernstein mentioned that the budget would be affected by any new waste
disposal stations. The d~g waste bag stations on the Mississippi River trail cost about $1 79 each. They were
originally donated l?y Girl Scout Troop #366. Miller commented that the state of Florida has great signage about
cleaning up after pets for the health of kids and the community. He feels people need to see signage on this
issue, although we need to be careful to be balanced in our use of signs. Bernstein agreed that some additional
signage is appropriate. The City ordinance states that you must pick up and remove your pet waste. By adding
disposal containers, are we defeating the city ordinance? Vaughan mentioned that his family just cleaned lip
Wallin Park and said that it was gross. He feels that more is necessary than just putting up a sign to educate
people. We need to get people more emotionally involved. Bernstein has sent out letters in the past to
neighborhoods experiencing large amounts of dog waste in parks and trails. The letters seemed to have-
improved the situation. The problem is that along trails, there isn't really a neighborhood to target. Schommer
stated that enforcement of the ordinance needs to take place. It is difficult to catch people in the act though. He
doesn't believe that there is a perfect solution for this problem. Bernstein mentioned that the pet waste stations
will at least be helping people who have forgotten to bring a bag. We will add a reminder to our next version of
the trail map and Bernstein also reminds people when he is on cable or radio. .
The NRRC recommended for staff to look at additional signage regarding pet waste and also consider an
educational campaign as well. It was also reco~ended that perhaps the concerned resident could write a letter
to the editor of the Star Gazette.
9) ,Hub's Landing - Bernstein informed the NRRC that Hub's Land~g would like to-dredge the old wing dam
portion of the river and expand. There is a 38 page environmental impact report and Kristin can email to anyone
who would like to read it.. The MN DNR, Army Corps of Engineers, and possibly the Coast Guard could pe '

10) Dakota Electric Substation - Bernstein passed out maps/plans to the NRRC as informationa1. This is a third,
substation that will eventually be within the city -limits. The NRRC wondered about the timing of this station? It
is in the proposal stage, but we are not sure of exact timing. It is actually located in Nininger township. The
City's 2020 plan reaches to Jacob Ave. plus a small parcel in ot:der to have both sides of road paved.
Next meeting is scheduled for Tuesday, May 13th, 2008 at City Hal1.

Departmental Updates - May, 2008
Parks' Maintenance Activities
.. Parks Maintenance staff worked on Saturday, April 26 at the City wide Spring Cleanup & Hazardous
Waste Collection Day.
· Staff has completed the spring aeration & fertilization on heavy use areas in our parks.
· The mowing season has begun. Our staff completes mowing.in our parks on a weekly basis, except
areas such as the Vet's Complex infields which are done 2.-3 times each week.
· All ball fields with garne~ are groomed on a daily basis. .U se has been very heavy this year after the
weather finally became favorable. .
· Arbor Day tree planting was held at Lake Isabel on April 25th. Our City Forester organized the event
with volunteers from two 4-H clubs and the Catholic Aid Association. Donations were received from
Dakota Electric and The Catholic Aid Association.
· Weekend duty started on April 26th. One full time maintenance staff member is on duty for at least 2
hours each weekend day to' make sure parks are well maintained for picnics and general use.
· . The week of May 5th we started two seasonal maintenance work~rs to staff evenings and weekends at
the Vet's Complex.
· Shade canopies will be reinstalled at the Aquatic Center on May 12th.
HFAC
· Play structure is just about finished being painted, they only have one color left. The delay has been
due to the rain and cold temperatures.
· First staff in-service is May 15th, we have hired 50 staff members.
· .Cargo netting will be installed . beginning on May 19th
· The pool will be filled on May 14th and I will begin chemical balance and heating
· Staff will be in the pool the following week for training.
Civic Arena
· Week of 5/5/08 - Rink floor moving along well. 'Tuesday 5/6/08 the floor was poured 7am - 10:50am.
From lO:50am -4:30pm finished the slab with mechanical trolls and hand work. Now it will be curing
for 28 days, and then they.will put the expansion joint in, seal the floor, and reinstall the rink boards
and glass. Look to finish project about June 30, 2008. .
RecreatioD.
· Concession Stand is remodeled and open for business as of May 6th
· Softball Leagues began on May 6th and we have 50 teams - down 2 from last year. due to bridge
construction.
· MLB Pitch, Hit, and Run was held on April 19th and we had a lower attendance than expected due to
rainy weather with only 13 participants.
· Hershey's Track and Field took place at the High School on May3rd. With another day of ~ubject
weather, 12 participants took part in the events.

. The Spring Clean Up was held on April-26th at the Public Works garagea -It was a huge success despite
the c~ld, rainy, and yes, snowy conditions a The lines opened early at 8:30 AM and went until 2:00 PM.
There were so many cars in line' that-the police had to cap the-line or the event would have run all day.
Early estimate suggest that there were almost 800 cars this yeara Free electronics disposal probably
contributed to the increase in cars. Many expressed their appreciation to the City for having this

. The Green Aware Fair was held at the High School on April3rda We had approximately 175 people
attend, with most coming earlier in the daYa Tricia & the Toonies was well received, although .
attendance was lower than hopeda This was most likely due to it being the first nice day iil months and
also the fact that the city-wide garage sales were held that day a Next year, staff is considering holding
this event early in the month of April before the weather gets nice and people get so busYa People who
came commented that they enjoyed the event and look forward to it again next year.

NRRC Updates
For
May 13, 2008
Mississippi River Boat Dock
The boat dock is installed and has been used by recreational boaters. The City- will be
hosting a brief dedication ceremony on Monday, May 19th at 5:30 at the boat dock where
the Mayor will form~lly dedicate the boat dock. All NRRC members are invited to attend.
Hastings Mississippi River Overlook
Construction has been delayed due to the weather, but construction has begun on the
overlook._ The project is moving ahead of the construction timetable, but we are waiting for
the railing to be manufactured. Once the railing is set in place, the project is almost
complete. .
Arena New Refrigerated Floor
The new floor has been installed -and c.ement has been poured. The next steps is to allow
for the cement to c~re and then Rink Tech will be applying a thin line of the cement sealer
in the area of where the dasher boards will be placed. Once dry, the dasher boards will be
reinstalled and the remaining portion of the floor will be sealed.

I haye been in communication with a Jesident whose property adjoins property along Tuttle Park. I have
enclosed an aerial photo for your reference. This resident has informed me that when ,organized activities are
being played at the park, the people utilizing the park have not been as respectful to private property as they
should be.
For instance, this resident has informed me. that people using the park block driveways, play in her yard, play on
her driveway, park in her driveway, ask her to use her bathroom, and baseballs continually travel in her yard.
This resident mentioned to me that she embraces the activities in the park, but there is no defining line that
indicates park property and private property.
I sent a letter to HY AA (enclosed) that indicated her issues and the President of HY AA assured me she would
mention these concerns to players, parents and coaches.

property al1d park property. 1 had a fen~e contractor look at this issue and his ball park figure was $3,000.
I am requesting direction from the NRRC to seek City Councils approval to place a fence between City park

Cindy,
I would like to bring an issue to the attention of the Hastings Youth Athletic Association. It
has been brought to my attention that when organized activities are being held at Tuttle
Park, participants are not being respectful to the surrounding homeowners. Most recently I
have been told that participants are parking along the street and blocking driveways along
Shannon and Thomas Ave., people viewing the activities are even parking in driveways
adjacent to the park to view games, people who are watching are allowing their children to
play in neighboring yards and on private property, and these issues tell me that more
education is needed to ensure that everyone is respectful to one and another and respects
private prop~rty.
The homeowners mentioned to me that they embrace the activity in the park, but would
appreciate some education to the activity users and spectators to be curtsy to the
homeowners who reside adjacent to .the park.
I mentioned to the homeowners that I would notify the President of HY AA to see if HY AA
could inform the participants and spectators who utilize Tuttle Park to be sure to be
respectful to the adjacent homeowners. I hope we are able to minimize this issue in this
manor or otherwise more drastic action may be employed such as not scheduling this park
for organized activities. I am certain we will be able to work through these issues by
working together now that I have made you aware of the present issues. "

General Guidelines for Facility Reservations
. Applicants who live or work in Hastings will receive priority reservations.
. Liquor, wine, intoxicating and non-intoxicating malt liquor cannot be consumed or possessed in city parks
between the hours of 6:00 p.m. and 8:00 a.m. with the exception of Vet's Park where onlv non-intoxicating malt
liquor can be consumed or possessed and then only between the hours of 8:00 a.m. and 10:00 p.m.
. Parking is allowed in parking lots only. No unauthorized vehicles are permitted to be on grass, sidewalks, trails,
fields, etc.
. Park closing time is 10:00 PM (10:30 PM at Vet's Park)
. If the facility you have reserved is being used by another group, and they refuse to leave, please call 911 non-
emergencies (651-480-2300).
. The City of Hastings reserves the right to deny or revoke a permit for non-compliance or if it is believed to be in
the best interest of -City facilities or park users.
. All recycling, waste paper, and other rubbish must be deposited in the appropriate receptacles.
. No group may set up a tent _or other temporary shelter without authorization from the Parks and Recreation
Department.
. Rentals for equipment and facilities are subject to applicable Minne~ota State sales Tax.
. Cancellation Policy: There will be no refunds made due to inclement weather. However, full-refunds will be
available for cancellations made at least two working days (Mon-Fri) prior to the scheduled event No refunds ..
will be issued if cancellation is not made at least two working days prior to the event
. Proof of insurance in the minimum amount of $ must be provided.
. Effective June 1, 2007, a Tobacco-Free policy has been approved in all city-owned or operated parks or outdoor
recreational facilities. Users shall refrain from using any tobacco product in any city-owned or operated park or
outdoor recreational facility.
Shelter Rules
. Rental of an open air shelter does not include exclusive use of the park facilities.
. Renters may not display anything on park property without authorization from the Parks and Recreation Director~
. The City of Hastings will provide additional picnic tables at an additional cost of $10 per table plus sales tax.
. Do not disca~d any hot charcoal in garbage receptacles.
. You must have this permit with you as proof of your reservation.
. Most shelters have electricity available. Please contact the Parks and Recreation Department prior to your event
if electricity is needed.
. If you reserve the Wallin or Lions Park shelter, a walk through with a Parks and Recreation employee prior to your
event is required. Please contact Kevin Smith at 480-6178 to schedule your walk through.

lhe persons and/or organizations renting the facilities within the City of Hastings, by signing this and accepting the terms
and agreements on this application, agree to defend, indemnify, and hold harmless the City of Hastings, its officers and
employees, for any damages to City property by participants or public involved in the use of the rented facility and agrees to
assume all liability for the injury or death of any participant and public involved. Any damage to the facility or equipment
shall be reported immediately.
By signing this form, I acknowledge I have read, understand and agree to any and all conditions set forth by the City of
Hastings and the Parks-and Recreation Department
