Lee Stoffel, a Hastings resident, was also in attendance. Absent: Commissioner Nelson 2) The NRRC interviewed Hastings resident Dwight Scott for the open commissioner position. 3) Approved February meeting minutes. Motion by Rohloff. Seconded by Schommer. Passed unanimously. 4) Setting Agenda: "Visitor Center Meeting" was added to New Business. "46 & Pleasant Trail" and "Joint Powers" was added to old business. Approved updated agenda. Motion by Rohloff. Seconded by Schonnner. Passed unanimously. 5) Department Updates were passed out and reviewed. Updates were given on the arena floor construction. Vaughan asked if staff has ever considered including a surcharge in the arena fees that could be set aside for future maintenance needs. Bernstein will check on this possibility with the City's Finance Department. Miller asked if the NRRC could see samples of the turf options for the arena before it is purchased. The Mississippi Boat Dock is expected to be installed in mid to late April. The Lake Isabel dock will also be delivered soon. Bernstein has been disappointed in the expense of engineering costs and the delivery of this dock, although he is pleased with the quality. 6) MississiWi River Overlook Update: Bernstein informed the NRRC that while the original estimate that went to Council for this project was about $47,000 plus engineering costs, the lowest bid came in at a~ound $57,000 plus engineering costs. In an effort to reduce the cost, staff has removed some of the aesthetic features of the overlook and has been able to reduce the cost to around $42,000 plus about $12,000 for engineering. An interpretive sign would also need to be added when the project is complete and shouldn't cost more than $1,200. Miller asked about the cement runway and the issues of flooding and erosion. Smith replied that the consultant doesn't feel that flooding would cause any damage to the cement and that vegetation would be planted to reduce any erosion. MOTION: Miller motioned to proceed with the project per staff recommendations and cost reduction. Seconded by Vandehoef. Passed unanimously. 7) HFAC Logo: Since this is the lOth year anniversary for the Hastings Family Aquatic Center, staff felt that it would be a good time to update the logo. A variety of designs from different sources were shown to the commissioners and a favorite was chosen. The commissioners asked what else was being done for the lOth year anniversary. Staff is planning a variety of new programs, the availability of birthday parties at the HF AC, and a 10th year celebration of some type. 8) New Business: Visitor Center Meeting - Bernstein gave a verbal report about the public input meeting that was held. He thanked the participants from the NRRC who attended and reported that it was also very well attended by the public. A long list was drafted of ideas that people wanted to have included in the Visitor Center, but throughout the process that list will be narrowed down. 9) Old Business: 46 & Pleasant Trail- Both Bernstein and Smith verbally reported to the NRRC that our staff is working with Dakota County to make it safer for the public to bike in the area of the Vermillion River and Cty Rd 46. The main point that is being worked on is an underpass that would go under the Cty 46 Bridge Vermillion River crossing and connect to the trail there. The proposed route was shown to the NRRC on a map. Joint Powers - Commissioners discussed the need to continue to include Joint Powers Agreement discussions at future meetings. Next meeting is scheduled for Tuesday, April 8th, 2008 at City Hall. A 22,000 square foot wheel park used for skateboarding, in-line skating and freestyle biking. The park located at the YMCA with Y management responsible for programming, operations and staffing. The purpose of the park is to create a safe, positive and structured environment where kids can enjoy their sport and gain exposure to the YMCA's core values of caring, honesty, respect, and responsibility. Currently, some of the elements in the park have reached their life cycle and are in need of replacement. The Hastings Park and Recreation ramps would help us replace and add new elements to the park. I hope the City of Hastings will consider donating the skate board ramps to the St. Croix Valle YMCA. With the city's support and generosity you will help the YMCA build strong kids, strong families and a strong community in the St. Croix Valley. I'm not sure who I should be contacting regarding this matter, so you're it! As a dog owner who frequently uses the city trails, I'm disgusted by the people who don't pick up after their dogs. All the trails we walk are just filthy - around the golf course, the Vermillion, the Mississippi. One thing that may help is placing more trash cans along the way. I have walked for about three miles along the Vermillion - carrying a bag of poop(!) - before finally finding a trash can in which to dispose it If there were more trash cans, they may raise awareness in some people - obviously not all. Some simply don't care. I was happy to see the bag dispensers at the Mississippi, but again, the trash cans are far apart. Also, a city dog park would help alleviate the problem. The Dakota County dog park is cleaner than the streets of Hastings! Seriously. I've pursued that issue before, however, to no avail and with no response from the city. Have a good day! At the Parks and Recreation Department, we too are very concerned with pet owners who are not courteous to others and leave pet waste along our beautiful trail system. I appreciate your awareness of our experimental - program ,with the pet waste stations along the Mississippi River Trail. If this program goes well, I would anticipate us utilizing this program at more locations. One issue with trash receptacles is by City ordinance, it is the pet owner's responsibility to pick up and remove the pet waste. I certainly understand the desire for more trash receptacles, but there are issues with trash receptacles along the trails as they have disappeared and have also been tipped over. As I mentioned, we are looking into additional pet waste stations and signs to promote pet owners taking responsibility for their pet waste. We will be continually monitoring ways to minimize the pet waste in and along our trail system as it is unsightly and potential health hazard. I encourage you to continue to utilize' our wonderful trail system and we will co~tinue our- efforts to minimize this issue. Thank you! There is at least one trash can tied to Hee's fence, but whoever isn't picking up wouldn't use one anyway. I've been told there's a Lab that lives along the way that the people just send out to do its thing. I take more pride in my dogs, as do most responsible pet I1parents.11 I also wonder sometimes if the police who are patroling that area - or anywhere someone's walking a dog - couldn't just stop and ask if they have a poop bag. It would let people know that it's not acceptable to be out there without one. I also think it's against the law; isn't it? I know the police have better things to do, but how long would it take to stop, say, "Do you have a bag?11 and drive off? Not very long. I also think it may do some good to make the cops seem less detached. "ve had my dogs in other cities where the police are friendly and actually stop just to talk to them. What great PR.
