Each rink has been flooded at least 35 times between the start and the end of 2007. · The warming houses were prepared for the opening on December 17th. This is an earlier than normal date for opening. Staff checks on the warming houses daily throughout the skating season. · The aeration system at Lake Rebecca was started up on December 10th. Staff monitors the pump and thin ice signs daily until ice out. · Trails and sidewalks have been cleared of snow each working day that over 2 inches falls. The month of December has had numerous snow events that required staff attention. · Donated benches are being placed along the Mississippi River Trail for Gerald & Mary Ann Amelse and in memory of Dan Peterson from the Hastings SNO-MOS. · The preventive maintenance on vehicles in our fleet is being performed by the, staff. Warmina Houses · Having a "normal" Minnesota winter has created great skating conditions! · We opened on December 17, 2007. This is one of the 3 earliest opening dates in the last 25 years. Rinks are scheduled to close on February 18th. · Attendance has been very good so far this year. Below are the current skater totals from 12/17/07 - 1/1/08. In the City's attempt to be as uniform as possible, I have been asked to seek your opinion on the current term and term limits for the NRRC. I have enclosed the current City policy regarding term limits for the NRRC Questions: 1. Should the NRRC continue with the current policy regarding term limits? 2. Should the NRRC 'eliminate the term limit provision? 3. Should the NRRC adjust the term limits on members? The Commission shall consist of 7 members, all of whom are non-Council members. These persons shall be appointed by the City Council. (1) Staff advisor. The Planning Director shall serve as an advisor to and recorder for the Planning Commission. (2) Commission Chairperson. The Chairperson shall be selected from among. the Commission members. Should the Chairperson resign, the vacancy shall be filled by the Commission for the balance of the term. (C) Removal. The Commission Chairperson shall notify the Council should any member of the-. Commission be absent from 4 consecutive regularly scheduled meetings. The Council may by majority vote take the action as it deems appropriate. ,The Council shall appoint a replacem~nt for any member who misses 6 consecutive regularly scheduled meetings in any 1 calendar year. The -replacement shall be made pursuant to division (A) above. A member may petition the Council to name a replacement for himself or herself due to his or her unwillingness or inability to continue. seIVice on the Commission. The Commission may, by a 2/3 vote of its membership, request the. Council to name a replacement for 1 of its members for reasons other than non-attendance, which reasons shall be made known to the Council with the request. The Council may then remove the member by a 2/3 vote of its membership. Replacement shall be made pursuant to division (A) above. (D) Meetings and expenses. The Commission shall hold at least 1 re~lar meeting each month.. It shall adopt rules and keep a record of its resolutions, transactions, and findings along' with the vote of each member thereon. This record shall be a public record. Commission members shall serve without pay but may be reimbursed for expenses if authorized by City Council. A majority of members of the Commission shall constitute a quorum. Each member-of the Commission shall have 1 vote on each- . Issue. (E) Preparation of city plan. It shall be the function and duty of the Planning Commission to review a comprehe~ive plan for the development oof the city, including propose4 public buildings, street arrangements and improvements, public utility services, parks, playgrounds,- and other similar developments, the use of property, the density of population, subdivision codes and other city codes - and matters relating to the development of the city. The -plan may be prepared in sections, each of- which shall relate to a major subject of a plan, as outlined in the Commission'_s program of work. 11 ,. (F) Procedure for adoption of plan. The plan or any amendment thereof shall be adopted by the City Council. Before the Council adopts the plan, any section of it or any amendment thereof, the Commission shall hold at least 1 public hearing thereon, notice of the time and place of which shall be given by publication in a newspaper of general circulation at least 10 days before the day of hearing. The adoption of the city plan, or any section or amendment thereof, shall be by resolution of the City Council, approved by the affmnative votes of not less than 2/3 of its total membership. The Council may from time to time amend or add to the city plan or any section thereof as herein provided for the adoption of the original plan whenever changed conditions or further studies authorized by the Council indicates that the amendment or addition is necessary. (G) Means of executing plan. 'Upon the adoption of the city plan or any section thereof, it shall be the duty of the Planning Commission to recommend to the Council reasonable and practicable means for putting into effect the plan or section thereof in order that the same will serve as a pattern and guide for the orderly development of the city and as a basis for the efficient expenditure of the funds thereof relating to the subjects of the city plan. The means shall consist of a zoning plan, city codes, the control of subdivision plats, a plan of future streets, coordination of the normal public improvements of the city, a long-term program of capital expenditures and the other matters as will accomplish the purposes of this section~ . (H) Zoning plan. The Planning Commission upon its own motion may and upon instructions by the Council shall prepare a proposed zoning plan for the city. Before recommending the plan to the Council, the Planning Commission may and upon request of the Council shall hold at least 1 public hearing thereon after a notice similar to that required by division (F) above. The same procedure shall apply for the preparation of any plan of proposed rights-of-way for future streets or highways, or the . future widening of existing streets or highways, or for the reservation of lands for other pu1:?lic purposes. (I) Official map of street extensions. The Planning Commission, with the assistance of the City Engineer, may and upon instruction by the Council shall, prepare an official map of the platted and unplatted portions of the city and adjoining territory, or portions thereot: indicating upon the map the proposed future extension or widening of streets of the city within the existing platted and developed territory or across the unplatted territory. After the map has been prepared and a hearing on it has been held as provided in. ~J.ivisiQn (H) above, it shall be- submitted to the Council, which shall thereupon consider the map and may adopt it or any part of it with the amendments as it deems advisable. Before the adoption by the Council, a public hearing may and upon request of the Council shall be held upon the proposal at least 10 days after a notice thereof has been published in a-newspaper published in the city. - After the map has been adopted by the Council and fued with the Register of Deeds, whenever any existing street or highway is widened or improved, or any new street is opened, or lands for other public purposes are ~cquired by action of the city it shall not be required in the proceedings to pay for any building or structure placed without a permit or in violation of conditions of a permit after the filing of such a map within the Jim.its of the mapped street, or outside of any buildings line that may have been established upon the existing street, or wjthin any area thus reserved for public purposes. (1) Procedure for changes. No change shall be made in the zoning plan, future street and public lands plan, or regulations governing the platting of . land after the plans or regulations have been a~opted by the Council, until th~ proposed. change has b~en referred to. the. Plann~ng Commis.sion for report thereo~ and an,.~tte.sted copy of.the report-ha~ been.flied with.the. Council;_and-no ordinance or resolution establishing any of the plans or sp~cific,~tions shall be adopted by the Council until the ordinance or resolution has been referred to the Planning Commission for a report thereon and an attested copy of the report has been filed with the Council~. (K) List of recommended public works. Each officer, department, board, or commission of or in the city whose functions include recommending, preparing plans for, or constructing public works shall, at least three months, before the end of each fiscal year, submit to the Planning Commission a list of the proposed public works recommended by the officer, department, board or commission for planning, initiation, or constructing during the ensuing fiscal year. The program shall be recommended by the Commission to the Council and to the other officer, department, board, or public bodies as have jurisdiction over the recommending, planning or construction of the public works. A copy of the recommended program of public works shall be included in the annual report of the Planning Commission provided in division (D) above. The Natural Resources and Recreation Commission is hereby created. (B) Powers and duties. It shall be the duty of the Commission to hold regular meetings to consider the matters pertaining to land acquisition and other open space system programs and to park and public recreation programs in the city as shall be referred to the Commission by the Councilor as the members of the Commission deem proper. - (C) Composition. The Commission shall co~sist of 7 members, all of whom shall be non-Council persons. They shall b'e elected as follows: When a vacancy occurs or is about to occur, applications shall be requested from the residents of the city. All applications shall be submitted to the Natural Resources and Recreation Commission for review and recommendation. The majority choice of this Commission shall be presented to the Council for approval. A member or members of this Commission may present a minority choice to the Council for consideration and approval. If the Council by a majority of its total membership is unable to agree upon a person to fill the vacancy, the matter shall be referred back to the Commission tor a different recommendation. This process shall - continue until the vacancy or vacancies are filled. (1) Staff advisor. The Director of Parks and Recreation shall serve as an advisor and recorder to the Natural Resources and Recreation Commission. (2) Commission Chairperson. The Chairperson shall be selected from among the membership. Should the Chairperson resign, the vacancy shall be filled by the Commission for the - balance of the term. The Commission shall hold at least 1 regular meeting each month. It shall adopt rules and shall keep a record of its resolutions, transactions, and findings, along with the 13 , vote of each member. (A) Establishment. The Police Civil Service Commission, composed of 3 members, is hereby established. (B) Duties. The Commission shall have absolute control and supervision over the employment, promotion, discharge, and suspension of all officers and employees of the Police Department. The Commission shall grade and classify all of the employees and a service register shall be prepared for the purpose, in which shall be entered, and their classes, the names, ages, compensation, period of past employment, and the other facts and data with reference to each employee as the Commission may deem useful. The Commission shall also keep a second register to be known as the application register in which shall be entered the names and addresses, in the order of the date of application, of all applicants for examination and the offices or employments they seek. All applications shall be upon forms prescribed: by the Coinmission and contain the data and information as the Commission deems necessary and useful. . . (C) Rules for Police Department. The Commission -shall make, amend, alter, and change ~es to promote efficiency in the Police Department selVice and to carry out the purposes of this section. Copies of the rules shall-be kept posted in a conspicuous place at each police station, and no rules of general application with reference to employment, promotion, discharge, or suspension shall be effective until so posted. The roles shall provide among other things for the following: (1) The classification of all offices and employments in the Police Department; (2) Public competitive examinations to test the relative fitness of applicants; (3) Public advertisements of all examinations at least 10 days in advance in a newsp~per of general circulation in the city and posting the advertisement for ten days in the City Hall and at each station house; (4) The creation and maintenance of lists of eligible candidates after successful examination in order of their standing in the examination and without reference to the time of examination, which must be included in an eligible register; (5) Provide by role for: striking any name from the eligible register after it ,has been 2 years thereon; (6) The reje~tio~ of candidates or eligibles,. who, after the entry of their na~es, fail to- comply with the reasonable rules and requirements of the COJ:11mission in respect to age, residence, physical condition, or otherwise, or who have been guilty of criminal, infamous or disgraceful conduct, or of any willful misrepresentation, deception, or fraud in connection with their applications for employment; 14 , City of Hastings Parks & Recreation 920 W loth St, Hastings MN 55033 Ph: (651) 480-6175 Fax: (651) 437-5396 Web: www.ci.hastinRs.mn.us .Creating Community Through People, Parks, and Programs" Date: 1/4/08 To: Natural Resources and Recreation Commission From: Barry Bernstein, Parks and Recreation Director Subject: Mississippi River Overlook I have enclosed preliminary design and cost estimates for the proposed redevelopment of the former fuel dock station. In the design, you will notice a sun canopy for $25,000. I have instructed our architect to eliminate this feature due to cost. In addition, I have spoken to our City Electrician for purchase an~ installation of the effect lighting to minimize further cost. Finally, the City Maintenance staff of the Public Works and Parks Divisions removed the blue building which stood on the site for a number of years. This saved the City a considerable amount of resources. As you recall, we received a $50,000 grant to complete this project. I am looking for recommendations from the NRRC to present to the City Council to allow me to execute the bidding process. This has been a three year planning and preparation process and now we feel comfortable in asking authorization from the City Council to seek qualified bidders for this restoration project. Scott Ward from Stevens Engineering, whom the City has retained to be our consulting engineer on this project, is in the final stages of his preparation of the specifications of this project to provide to interested parties. If authorized by council, it is anticipated to seek bidders and come before City Council in February to :authorize the c~ntracting firm. I have enclosed a preliminary schedule and proposed budget for this project. This est~ate does not include the engineering costs of approximately $17,700 and a possible purchase of artificial turf to replace our current 20 year old turf. Date: 1/4/08 To: Natural Resources and Recreation Commission From: Barry Bernstein, Parks and Recreation Director Subject: Trail Snow Removal Practice I have been requested to inform the NRRC on the manner in which the Parks and Recreation Department organizes our removal of snow from our trails. Here is a breakdown of our procedure: If the snow event is over 2 inches in accumulation, the Parks and Recreation Department will remove snow from portions of our trail system. 1 st Priority Remove snow from trails that lead to schools Remove snow from City Hall and HRA property 2nd Priority Remove snow in and around our loop trail system Y -fp S ch 00 I s-- 3rd Priority Removal of snow from our outdoor ice rinks In general, we do not remove snow from interior park trail segments or trails that do not connect or lead to other trail segments. At times, the Parks Maintenance staff is called upon to assist in snow removal working with the Public Works Department. It is felt public safety should supersede all ot.her snow removal functions. Dllring the season if wind does blow snow onto trail segments, the Parks and Recreation Department will clear problem' areas on trails where we normally remove snow. I have been remiss in thanking you and other m.embers of the Hastings Huskies Semi-Pro Football Organization from attending a meeting of the Hastings Natural Recreation and Resources Commission in November. I hope you found this meeting both informational and educational for you and your club members. At the request of the NRRC, they wish for me to contact you regarding several unanswered questions that still remain and that we would be able to use in our discussion with other City administrative leaders. Questions: Land acquisition . Has there been any movement on land identification from our last meeting? . If located in Hastings, are you still eyeing the property just to the west of Veterans Park? . If not, have you identified other parcels of property? .. Do you intend on purchasing the property? . Are you looking for assistance (financial) from the City of Hastings in purchasing the property? Facility Construction I operation . Have you contacted the building department on all of the requirements for your grandstand? . Have you given more thought as how you would make this field available to the public? . Have you had any further conversations with the Hastings School District regarding the use of a field for this season? . Are you looking for financial assistance from the City of Hastings to construct and operate this facility? Are you looking at owning the property or leasing the property?'
