1 } Roll CaII at 6 pm: Commissioners Miller, Nelson, Rohloff, Smith, and Vandehoef, Parks and Recreation
Director Bernstein, Superintendent Smith.

2} The NRRC conducted interviews with two applicants for the vacant NRRC position.
3} Approved April meeting minutes. Motion by Miller. Seconded by Nelson. Passed unanimously.
4} Setting Agenda: Add Approved Capital Improvements for 2008, Skate Park, and New Chairperson.
5} Department updates were passed out and reviewed with commissioners. Superintendent Smith mentioned that
we had a porta-potty burned down again at Conzemius .Park. Commissioners discussed ways to try to curtail
vandalism. Dne suggestion was to post signs where vandalism has occurred asking the neighborhood to watch
the area. Director Bernstein mentioned that some cities in the Metro have put up signs offering reward money to
anyone who gives information on a vandal that leads to a conviction. Commissioner Nelson stated that the trail
behind Hillside Court seems to get a lot of vandalism not only to public property, but to private homes as well.
Since that trail doesn't lead anywhere anymore, staff is considering removing it in the future.
The Friends of the Mississippi did a burn in the Sand Coulee this spring. Also, they've been working to remove
non-native tree species in that area. A group of volunteers also recently did a clean up in the Sand ,Coulee.
The DNR wants to schedule a date to install the dock at Lake Isabel. This project should be done before
Memorial Day.
Director Bernstein mentioned that it is the HFAC's 10~ year anniversary this year. Also, he updated the
commissioners on the progress with the new arena floor.
6} NRRC Updates -The Mississippi Pui,~lic Boat Dock is installed and ready. We've had a few problems
with people fishing, but staff is attempting to alleviate that issue. There will be a .ribbon cutting
ceremony on Monday, 5119 at 5:30 p.m. The NRRC was invited, and encouraged to attend.
Construction has begun on the River Flats overlook. Currently, we are waiting for the fabrication of
the railing around the structure. Staff is hoping that construction will be done by early June. The .
Rotary Club cif Hastings approached staff"t" ahaut doing a c~~vic prc~~ec;t. They are considering donating a
spotter's scope for the new overlook.
Staff has been meeting internally to discuss what to do with the Skateboard Park equipment.
Director Bernstein feels that there is a need to reinstitute the park, as we still receive calls asking about
it. The big questions are where it should be located and which equipment should be~installed. Director
Bernstein asked for direction from the NRRC as to next steps. Should we open it up for a community
wide meeting, as done before? Commissioner Nelson asked how the YMCA received our re j ection to
donate the equipment to the Hudson YMCA. Staff hasn't heard anything back from the YMCA
regarding that. Commissioner Miller suggested possibly placing something in the newspaper about the
skate park and ask people to send a-mail comments or suggestions. Commissioner Vandehoef said that
he feels we should: try one more time to try to find a suitable location in Hosting for the skate park.
Staff did try putting the tier one equipment at Lions Park. We had lots of users but there were
vandalism and litter issues and the neighborhood didn't like it. Superintendent. Smith mentioned that
other cities seem to have success with tier one parks, but they do open .add video cameras to monitor,
the area. Bernstein mentioned that the equipment was approximately $50,000-X0,000 when purchased
originally. Another option is to sell the equipment. Commissioner Nelson asked what the differences
are between at Tier 1 and Tier ~ park. With a Tier Z park, you must staff it, fence it or secure it in
some way, and riders need to wear protective gear. There are also specs on the distance from one piece
of equipment to the next. Tier 1 parks have less space requirements and it doesn't have to be staffed or
fenced. Commissioner Smith mentioned that he sees kids skateboarding at schools, in streets, on
private property, etc., since they have no park to go to. Commissioner Nelson suggested possibly
selling the tier 2 equipment and putting the tier 1 equipment up somewhere.
Director Bernstein will keep the NRRC posted on more developments.
7} Tuttle Park -Director Bernstein explained that a homeowner who lives directly next to the ballf eld at
Tuttle is having problems during scheduled games. People are parking in~ her driveway, using her yard,
asking to use her bathroom, etc. Director Bernstein stated that Tuttle Park hasn't had scheduled
activities until just a few years ago. This house is literally a few feet from the backstop. Trees are.
pretty sparse between the house and field. Director Bernstein did send a letter out to HYAA, a primary
user of'Tuttle Park, explaining the situation and asking for cooperation in Limiting these issues. Cindy
Lyon did respond that HYAA would try to minimize these issues internally. The homeowner is
wondering if the City would be willing to pay half to install a fence between her home and ball park.
The estimate fora 185 foot long, 5 foot high chain link fence came in at $3,325. Director Bernstein _
said that a fence would help to delineate private property from public property. Commissioner Rohloff
mentioned that he did go over and look at the house. Neighbors approached him and said that if this
homeowner got a fence, they would request one also. Director Bernstein asked if the NRRC would
want to develop a procedure for cases like this -perhaps something stating that if a park amenity is a
within certain predetermined distance from private property, the City would pay half the cost to install
a fence. The commissioners discussed how close some of the playground equipment is to homes too,
in this park and in others around town. Commissioner Nelson commented that it is important in future
developments to make sure we are receiving a big enough parcel of Land to eliminate this issue.
Commissioner Miller felt that helping to put up a fence in this instance may open a Pandora's Box in
other areas of town and this sentiment was echoed by other commissioners. Commissioner Vandehoef
felt that as long as we setup some specific criteria for when the City would pay half, it, shouldn't be a
problem. The backstop is extremely close to this particular home. Commissioner Nelson mentioned
that HYAA did send out a letter regarding this and Tuttle Park is on the agenda for their meetings.
Commissioner Vandehoef emphasized that the main issue is that we have too many. neig~iborhood
parks being used for scheduled activities. This isn't the only park that has issues with design and
intended use. Long term planning should look at how we could redevelop parks so that we don't have
those issues. Commissioner Miller questioned whether a live-foot chain link fence would really help in
this instance. People will just climb on it, Lean on it, etc. Maybe a privacy fence of some type is really
what is needed.

The commission also recommended getting more police patrols in that axes to enforce parking issues.
S} .Park Reservation Polic : An updated Park Reservation form was passed out. Staff has added a
cancellation policy in order to alleviate lost staff timelmoney when an event is canceled last minute.
9} New Business
- 2008. Approved Capital Improvements were reviewed with the NRRC. Kristin can a-mail the list
out to commissioners if requested. Commissioners asked if it would be possible to list the planned
improvements for the year on the city website? Director Bernstein mentioned that the budget for
2009 has to be in to our Finance Dept. early this year - by May 23rd. He stated that 2009 will be a
lean budget year and he doesn't anticipate many high capital improvements.
- The NRRC discussed the two NRRC candidates.
. MgTIUN: Commissioner Miller motioned~to recommend Paul Tessmer-Tuck to City Council.to
fill the NRRC vacancy. Seconded by.Vandehoef. Passed unanimously.
= NRRC Chairperson: City Administration said that the NRRC needs to revote for Chair and Vice-
Chair now that Commissioner Vaughan has left. Commissioner Vandehoef stated that he .would be
willing to serve as Chair. An e-mail from Commissioner Sehommer had said that he was willing as
to serve as well. The NRRC decided to wait until the June 10~' meeting to vote on a new Chair and
Vice-Chair.
For the June 10t~' meeting, staff has tentatively scheduled a meeting with an organization from the
National Parks Division called MNRA which works with the leisure corridor along the Mississippi
River. The Planning Commission, the Friends of the Mississippi, and the NRRC will all be abelto
discuss the Mississippi corridor. The agenda far the meeting will be driven by MNRA. Staff will
get the agenda to the NRRC as soon as we can.
Commissioner Rohloff asked about the recent Hiawatha Trail meeting. Director Bernstein said that
there seemed to be some misunderstanding inthe amount of involvement the City of Hastings has
in the trail. Trail corridor involvement from the City of Hastings' perspective is to our
southernmost border. The City is not the driving force behind this project. Director Bernstein
mentioned that he is in favor of the proposed trail, but that it shouldn't be at the expense of private
ownership. Director Bernstein had been under the impression that a lot of the landowners were in
support of the project. ~t became apparent at the meeting that this wasn't the case. The feasibility
study will show what options there are.

Departmental Updates -August, 2008
Parks Maintenance Activities
• The Wetland Health Evaluation Pro,~ect volunteers have completed the survey work for the 2008
season. We will share data with you when it is available.
• The Overlook Pier at the Mississippi River is complete with the exception of the 2 sign panels that are
on order.
• Bituminous maintenance contract work on the City trails and Pioneer Park basketball court are
complete for this season. We are waiting on a punch list item to be done at the.tennis courts.
• Parks Maintenance staff worked overtime to help with the Rivertown Days events. The combined
experience of au r team made the set up and cleaning run smoothly.
• Our newest team member started work on July 23~d. Tom O'Brien will stay with maintenance until he
moves to the Civic Arena for the winter season.
• We continue to lookout for repairs needed in our parks. The Vermillion Falls overlook Wall repair is
now completed and measures were taken to add special reinforcements.
• The preparations and cleanup for the very successful Safety Camp. was done by the maintenance crew.
• Anew memorial tree was planted at Tierney Park m honor of Jerry Ficker.
• The crew prepared for and seasonal staff was on duty for the USSSA Tournament at Veteran's Athletic
Complex.
• National Night out again used various City Parks for the annual event. Maintenance staff helps to set
up and cleanup.

• Started chilling west rink 8/4/08 Monday.
• Started spraying water on same rink 8/5/8 Tuesday and will continue water spray for the remainder
of week.
• Sunday, August 10 is the opening date for skating. There are 22.25 hours sold for the next 9 weeks,
there are also public skates and public hockey Sundays, Tuesdays and Thursdays listing on the city
message board, local paper, and the city web site.
• Summer projects that have been done: replaced rubber flooring in west arena locker rooms 3 S~ 4,
sealed east arena bleachers, and painted numerous walls at arenas.
• 4n 7 J 29 / 08, had awalk-through with engineer, Rink Tec, Barry, and Sliv on the new east rink floor.
Punch list was made on things to be finished or completed by Rink Tec. They will do these tasks on
the week of August 12~. At that time we will also circulate the glycol thru the new floor system to
establish a frost pattern.
Recreation
• Lacrosse Camp was held Monday, July 21st-- Thursday, July 24~ at Pioneer Park. The camp was
hosted by Sports Unlimited for ages 6-14 and taught lacrosse basics such as shooting, passing; and
game basics. Fourteen children registered for this program.
• Qn Tuesday, July 29~ the City of Hastings Parks and Recreation, Police, Fire, Community Education
and YMCA hosted I00 children for the 15~ Annual Hastings Safety Camp. Children entering 3r~ -- 5~
grades had the opportunity to take part in an active learning session on the safety topics of water, fire,
bike, environmental, Internet, and also had demonstrations from the K-9 unit and the National Guard
Helicopter. This was a great collaboration by the sponsors and we also had many local contributors
help with the grab bag items.
Youth First
• Hastings Youth First collaborated with the Hastings Family Aquatic Center during Rivertown Days for
Teen Night. ~Ll~e had a successful attendance with belly flop contests, dance competitions, and asset
building activities for all youth. Prizes were donated by Hastings Middle School, United Way, Hastings
Family Service, and Hastings YMCA. Youth First also brought in Dakota County Res ect m Ride. to
.promote smoke free environments for youth.
• At the Dakota County Fair, Youth First will be participating .with the MN Non Profit Council to
recognize Dakota County Volunteers.. Hastings volunteers for Youth First and the Hastings Parks and
Recreation Dept. were given a free ticket to the fair and an entrance ticket to a booth where, they will
receive a gift bag and an opportunity to win prize drawings. This is the first of its kind and we are
looking for a good turn out to coutxnue efforts tQ appreciate our valuable voau~t~ers.
• an August 13th, Youth First will be attending the Dakota-Scott Youth Summit. At this summit youth,
educators, community organizations, advocates, policy makers, funder$, and business leaders will
develop an alliance, establish common objectives with input from youth in the community, and share.
best practices for youth development.
Recpciin~
• Dakota County provided the City with 6 large bottle shaped recycling containers to use in our park
facilities. These containers have been placed at the HFAC and the Civic Arena to try to capture more of
the plastic bottles sold a~ these locations.
• Staff purchased 15 clear stream recycling containers with grant money from Dakota County to be used
for event. recycling. The containers were used for the f rst time during Rivertown Days and were very
effective at collecting recyclables without much contamination.
Working with Waste Management, staff has been able to provide recycling carts out at Vet's Park at
each field and also at all four of our picnic shelters. Cur maintenance staff brings the carts to specific
locations where WM picks up the recyclables for us.
• Staff used some of the recycling grant money to purchase three new waste f recycling centers for City
Hall. These have been placed outside the front door, in the foyer, and in the main. floor conference
room.

Dear Darbie:
Qn Friday, July 18th ~ took my family to the Fasting Family Aquatic Centex for an afternoon of play. We joined two
other families and had a total of 7 children with us. My children are 9, 7 and 4. As a mom of active children who love to
swim, I frequent many public and private swimming facilities. ~ am a swimmer myself and have also, in my earlier years,
taken lifeguard f rst aid and training.
We stayed at your facility for four hours and during that time I observed the lifeguards display much care and concern
over the kids. They were attentive, interactive and reassuring. I didn't witness any improper socializing between the
guat~ds, nor between thew and other guests. Tl~ey never lost their focus oil "duty". I watched them interact well with the
kids as they caz~"GCtcd potentially ha~~l~ful bchavioi"without l~G~~~g ~•udG ax• ovc~•-tca~cti~ag. They would kindly ack~aowledgc
parents who were adding supervision and smile as they saw happy kids move around.
It has been a long time since I've seen such professionalismand preparedness from a lifeguard staff. As a high school
teacher and parent, it was pleasantly noticed that these young adults understood their j ob responsibility, enjoyed
themselves and were well trained individuals. Their presence made our afternoon enjoyable. We had a great time and
will return soon.
Please commend your teachers and staff on a j ob well done. They are doing a great j ob representing themselves, the
aquatic center and the down of Hastings. Thank you for providing such a wonderful, clean and safe place for us to enjoy.

The Minnesota Parks and Recreation Association ~MRPA~ is a professional organization
which serves over 50o members in the leisure services profession within the State of
Minnesota.
l have submitted the Lake Isabel project for a special award given to projects which must
meet certain criteria to be considered and eligible for this award. out of over 6o applicants,
the City of Hastings is one of only 20 projects worthy of such an award in a variety of
categories.
An MRPA Awards Committee member will be presenting our award to the City Council at
the August 4~, 2008 City Council meeting.

Subject: Tier 2 Skate Park Equipment
The City of Hastings has placed all of the skate park equipment in storage. We are
currently investigating how and where we could place a tier. l skate park with equipment
under 4 S" tall.
I am seeking an opinion from the NRRC to proceed in asking the City Council for
authorization in declaring our tier 2 skate park equipment excess equipment. This would
also allow the Parks and Recreation Department to seek bidders who may are interested in
purchasing this equipment. I am seeking this request now due to the fact that in my
opinion, our tier 2 equipment still has a good sales value.
The proposed sale of this equipment would be handled in a similar fashion as our artificial
turf in which the buyer has to provide their own means for removal, hold ~ the City of
Hastings harmless after the pending sale, and the equipment is sold "as is~. .

Subject: Advertising in Parks
There has been a growing issue of individual agencies wishing to advertise in and around
City Park property. Many of the ,agencies wishing to advertise choose to do so with the
sandwich board type of advertising. In addition, this advertising includes realty signs,
garage sale signs, and other event advertising.
Our current City Ordinance reads:
Prohibited signs and structures
~ 1 ~ No sign shall be located within or over a public right of way unless otherwise
specifically permitted by this section or the City Council.
As past practice, there has been little scrutiny of this type of advertising method. with how
the ordinance reads, I am a little uncomfortable in granting permission to the agencies who
wish to advertise in this manner.

Subject: Border separation between park and private property
There has been some discussion and direction from the City Council for the NRRC to review
and develop some further criteria for issues relating to the separation of public and private
property. This issue relates if a request from a homeowner is to have the city assist with
placing some sort of separation border between their private property and public park
property.
Suggested crite~i ~~ C~
• If a ar~~enrty is less than 40 feet from the private property
• If the issue is determined to be a safety concern
• If the issue is deemed to be a nuisance
• If the homeowner is willing to pay for a minimum of ~/2 of the cost
All criteria must be met in order for the City to offer any assistance.
