MINUTES OF MEETING OF OCTOBER 21, 1997
1. Roll: Commissioners Coutu, Schnirfing, Warg, Thorsen, Sovik-Siemens and Simacek present;
Smith absent; staff: Grossman. The meeting was called to order by Chairperson Coutu at 7 p.m.
2. Minutes of the meeting of September 30, 1997: Mr. Schnirring moved and Mr. Warg seconded
approval; motion carded, 6-0.
3. Bills. None.
4. Review of building permits or design proposals.
No applications at this time
5. Staff & Committee Reports.
Historic District: The City Council unanimously designated the Old Hastings Historic
District at their meeting of October 20.
Conservation area: The committee will start meeting between scheduled HPC meetings.
Individual sites: A tour of individual properties considered for designation was made by a
group of commissioners on October 19.
6. Unfinished business.
a. Individual site nominations. Mr. Thorsen moved and Ms. Coutu seconded approval for
a CLG grant application for fiscal 98-99 to fund contract services to write the nominations. Motion
carried, 6-0. Mr. Schairring and staffwill prepare a draft list of individual properties for designation.
b. Review procedures: Staffwill review office procedures and propose stamps or stickers
for permits indicating the work meets guidelines or has been approved.
7. New business.
Notification of owners within new district. Ms. Coutu will review the design guidelines
for content and clarity and propose modifications, if any, prior to distribution to owners in both
residential districts.
8. Adjournment. Mr. Schnirring moved and Mr. Warg seconded adjournment; motion carded, 6-0.
