MINUTES OF MEETING OF AUGUST 11, 1997
1. Roll. Commissioners Coutu, Schnirfing, Simacek, Sovik-Siemens and Warg present; Smith and
Thorsen absent. The Chair, Ms. Coutu, called the meeting to order at 7:00 p.m.
2. Minutes of July 14, 1997 Mr. Schnirring moved and Mr. Warg seconded approval as printed;
motion carded, 5-0.
3. Staff reports. Staffreceived calls fi.om the following suggesting that their property be included
in an historic district: Ruth Morton, 502 W. Seventh; Paul Kranz, 307 Sibley Street.
4. Unfinished business.
Proposed historic district: City Council held the Public Heating on August 4, 1997. Council
directed ItPC to consider giving protection to more properties and/or a wider area. The Commisson
adopted the following steps. Ask Carole Zellle to the September meeting. Go back to the Council
with a recommendation on the Historic District after receiving the SHPO comment. Start process
to designate landmark properties individually as Preservation Sites by making a list of those eligible.
Study the conservation district concept and report regularly to Council.
5. New business.
Levee Park & Guardian Angels. Jim Dodge, Bob Dodge, Tom Nesbitt, Raulo Maim and Gus
Heinold representing the VFW and Legion clubs asked the Commission to consider adding Veteran's
Levee Park and the blocks from Ramsey to Vermillion between 4th and 6th to the list of protected
properties. They noted it has been public property since the town was platted. They asked if
proposed developments adjacent to the park would impact the Veteran's Memorial. The public
ownership of the Levee, the memorial, and the north property line of private property south of First
Street were discussed. The importance &Guardian Angels to the role of the Catholic Church in
Hastings was discussed.
5. Adjournment. Ms. Sovik-Siemens moved and Mr. Warg seconded adjournment; motion carded.
