MINUTES OF MEETING OF MAY 20, 1997
1. Roll. Commissioners Coutu, Simacek, Schnirring, Sovik-Siemens, Smith present; Commissioners
Warg and Thorsen absent. Council members Yandrasits and Simacek present.
2. Minutes of April 21, 1997: Mr. Schnirdng moved and Mr. Simacek seconded approval; motion
carded 5-0.
3. Bills: Ms. Coutu moved and Ms. Sovik-Siemens seconded approval; motion carded 5-0.
Midwest Photo Svc - $11.66 - processing duplicates of historic photos
MHS - $140 - registration for four commissioners, CLG training
Landscape Research - $1,250 - district consulting services
4. Review of building permits or design proposals.
None
5. Staff & Committee Reports.
Barker House. The City sold the property to Dan Reuter with conditions requiring the repair
or replacement of the roof, front windows and door, and tuckpointing.
6. Unfinished business.
Proposed residential historic district: Carol Zellie of Landscape Research presented drafts
for submission to SHPO and for mailing to the property owners within the boundaries.
1) Statement of significance and description for district
2) Residential Design & Rehabilitation Guidelines
3) Boundary, including Howes-Graus House
4) Newsletter describing district and its impact for the public
5) Process of designating a district
a) Public meeting for information and discussion; date set for June 17.
b) Submission to Planning Commission; tentatively July 14.
c) Public hearing and Council consideration; tentatively July 21.
7. New business.
Commission vacancies. Mr. Smith moved and Mr. Simacek seconded to advertise for
applicants after the district was considered by Council; motion carried, 5-0.
8. Adjournment. Mr. Smith moved and Mr. Simacek seconded approval; motion carded. 5-0.
