MINUTES OF MEETING OF FEBRUARY 10, 1997
1. Roil.: Commissioners Coutu, Schnirring Simaeek, Sovik-Siemens, Thorsen and Warg present;
Anderson and Smith absent; meeting called to order by Chairwoman Coutu.
2. Minutes of December 9, 1996: Mr. Schnirfing moved and Ms. Coutu seconded approval; motion
carded.

4. Review of building permits or design proposals.
No applications
5. Staff & Committee Reports.
Barker House. Dan Reuter, who lives across the street, offered the city $4,500 for the Barker
property. The City is preparing a pumhase agreement, development agreement and deed which will
require necessary repairs, reviews of work and changes by the ItPC, and prohibit demoliton or
removal. City will place the property on the Heritage Preservation Sites list, so a recommendation
has to be prepared by the I-IPC for Council and SHPO.
Annual CLG training 1997 training will be at the Landmark Center (Old Federal Courts) in
downtown St. Paul. Richard Moe, the President of the National Trust for Historic Preservation (and
a Minnesotan) will give the lunch address. The date is Thursday. May 15th. The HPC budget pays
the registration for four members to attend. Members asked to consider attending.
6. Unfinished business.
Historic District Study. Ms. Zellie and commissioners reviewed slides of the district and discussed
draI~ design guidelines; main points:
Shingling and residing should not be encouraged; better to prohibit and vary when necessary.
Additions to and residing of buildings are major design issues.
Removing existing siding for replacement will raise issues of original material now revealed.
Adding replica architectural details of the period may be acceptable if in the same scale and
level of decoration. Sometimes a simplified representation of details is acceptable.
The district is about small working class houses as much as stylish houses. Simplicity is
character. Try to maintian s'maplicity. Show pictures of vernacular designs.
Fencing can be a uniform influence. Guidelines could prohibit chain link and recommend iron
rod, hedge or picket fences.
Should paint colors be in the guidelines?
Maintenance is equally important. Identify owners' long range plans and discuss a logical
progression. Roofs and foundations should come first.
Esthetics has a basis in function. Good materials make economic sense. There is a logic to
trim, it is meant to shed water.
Water gets into brick from above, not from the outside surface. Tucking, cornices and
window sills may be more important than sealing or painting the surface.
Design guidelines should be information, like a consumers' guide to old houses.
Need to bring some financiai assistance to historic buildings. A painfmg fund would help
encourage people to maintain their wood clapboard siding.
7. New business.
Election of Chair, Vice Chair and Dakota County Historical Society Representative. Mr. Thorsen
moved and Ms. Sovik-Siemens seconded tabling elections to the next meeting; motion carded.
